The law on the reorganization of the district of Wiedenbrück and parts of the district of Bielefeld was promulgated on December 4, 1969 and restructured the communities and the district area of ​​the district of Wiedenbrück, as well as the southwestern part of the district of Bielefeld and other adjacent areas of the Beckum and Paderborn districts .

Before the law came into force, there were 27 municipalities in the Wiedenbrück district, including four towns. Four municipalities were free of office, the other municipalities were administered by five offices. In the Bielefeld district , the Brackwede office was dissolved by law and the associated communities reorganized. The new election of the local councils and district assemblies took place in the spring of 1970.

Due to the Bielefeld law , the municipalities of the district of Wiedenbrück and the new municipality of Schloß Holte-Stukenbrock were added to the new district of Gütersloh . The rest of the Bielefeld district, on the other hand, was largely incorporated into Bielefeld .

I. Section Change of Territory

§ 1 Municipality of Herzebrock-Clarholz

A new community of Herzebrock (from 1985 Herzebrock-Clarholz ) is formed from the communities of Clarholz and Herzebrock of the Herzebrock office, incorporating the Möhler district of the parish of Kirchspiel Oelde (Beckum district) and a parcel of the town of Gütersloh . She is the legal successor to the office of Herzebrock .

§ 2 City of Gütersloh

The urban area of Gütersloh is greatly enlarged, namely around the municipalities of Avenwedde , Friedrichsdorf and Spexard of the Avenwedde office and the municipalities of Ebbesloh , Hollen , Isselhorst and Niehorst of the Brackwede office, the latter leaving the Bielefeld district. In addition, areas of the municipalities of Herzebrock, Nordrheda-Ems ( Wapelbad and the surrounding area from the Rheda Forest ), Ummeln, Varensell and Verl are incorporated. With the incorporation of all municipalities of the Avenwedde office , the office is dissolved, the city of Gütersloh is the legal successor.

§ 3 Municipality of Verl

The municipalities of Bornholte and Oesterwiehe , the main part of the municipality of Sende and Verl are merged into a new municipality of Verl. She is the legal successor to the Verl office , to which the former municipalities belonged. There are also areas of the communities of Schloß Holte and Varensell. Verl has held the town charter since 2010.

§ 4 City of Rheda-Wiedenbrück

The district town of Wiedenbrück and the neighboring town of Rheda unite to form the new town of Rheda-Wiedenbrück . In addition to this, there is the non-official municipality of Nordrheda-Ems , which was previously co-administered by Rheda , the municipalities of Batenhorst , Lintel and St. Vit of the Reckenberg office , which was previously administered from Wiedenbrück, and areas of the municipalities of Bokel and Herzebrock. The new town of Rheda-Wiedenbrück is the legal successor to the dissolved Reckenberg office .

§ 5 City of Rietberg

The Rietberg office is also dissolved. A new city of Rietberg is formed from all the municipalities of the previous office. In addition to the previous city of Rietberg , these are also Bokel , Druffel , Mastholte , Moese , Neuenkirchen , Varensell and Westerwiehe . There are also areas in the communities of Langenberg and Osterwiehe.

§ 6 Langenberg municipality

The community Langenberg leaves the office Reckenberg, the community Benteler the Office Liesborn-Wadersloh in circles Beckum. Both communities, together with areas of the communities Batenhorst, Bokel and Mastholte, become the new community Langenberg , it belongs to the district of Wiedenbrück.

§ 7 Municipality of Schloß Holte-Stukenbrock

That area of ​​the municipality of Sende, which was not incorporated into either Verl or Schloss Holte-Stukenbrock, is incorporated into the Sennestadt . This includes above all the Wilhelmsdorf workers' settlement .

§ 9 City of Oelde

The municipality of Lette leaves both the office of Herzebrock and the district of Wiedenbrück, it will - according to the result of a previous vote by the citizens of Lette - be incorporated into the town of Oelde in the district of Beckum, as well as part of the municipality of Clarholz.

This is not the only enlargement of the Oelder urban area: the law on the reorganization of the district of Soest and parts of the district of Beckum also includes most of the parish of Oelde . The Oelde Office lasted until 1974, the Münster / Hamm Act regulates the incorporation of the city of Stromberg and the dissolution of the Oelde Office.

§ 10 City of Brackwede

The municipalities of Holtkamp , Quelle and Ummeln , which are also part of the Brackwede Office , are incorporated into the city of Brackwede . The city of Brackwede also receives part of the municipality of Isselhorst. The Brackwede office is dissolved, the legal succession is made by the cities of Brackwede and Sennestadt, but in general it is the Sennestadt.

II. Section Final Provisions

§ 11 Territorial Change Contracts and Provisions

The territorial change agreements between the municipalities as well as the provisions of the senior district directors, the district president of Detmold and the interior minister of the state of North Rhine-Westphalia are confirmed with a number of provisions.

§ 12 Employee Representatives

In the parishes of Herzebrock and Rietberg, the staff representatives of the previous offices temporarily form the staff representatives of the new parishes. In the other new municipalities, the staff meetings are composed of representatives from the dissolved municipalities and the dissolved offices. The staff meeting in Gütersloh will be expanded to include the staff meeting of the Avenwedde office, but new elections will only take place after all employees have been accepted.

§ 13 Assignment to the local courts

The new municipality of Schloß-Holte Stukenbrock is subordinated to the Bielefeld district court , Verl to the Gütersloh and Herzebrock district court , Langenberg and Rheda-Wiedenbrück to the Wiedenbrück district court, which is renamed the Rheda-Wiedenbrück district court . At the end of 1970 the district court of Rietberg is abolished, the community of Rietberg is also assigned to the district of the district court of Rheda-Wiedenbrück.

§ 14 Representation of the Neuhaus Castle

The official representation of the office of Neuhaus Castle is newly formed, but now without the municipality of Stukenbrock.

§ 15 New elections for the landscape assembly

Following the new elections to the municipal councils and district assemblies, the representatives for the Westphalia-Lippe Regional Assembly must be re-elected there. All council members and civil servants in the local authorities concerned can be elected.

§ 16 Entry into Force

Paragraphs 14 and 15 come into force the day after promulgation, the law otherwise on January 1, 1970.
