Hermann Kleyer

Hermann Kleyer (born August 19, 1911 in Gelsenkirchen-Horst ; † August 14, 1995 ) was a German lawyer , university professor and head of department. He was rector of the German Administrative Academy and head of the office for the legal protection of assets in the GDR .

Life

Kleyer came from a middle-class background. After attending primary school and high school with high school diplomas, he studied law and then worked as a trainee lawyer. From 1935 to 1936 he did voluntary military service. He joined the National Socialist German Workers' Party (NSDAP) on May 1, 1937 and the Sturmabteilung (SA) in 1939 . During the Second World War he was drafted into the Wehrmacht as a soldier . In 1943 he was taken prisoner by the Soviets in Stalingrad and joined the National Committee for Free Germany (NKFD). He attended an Antifa school and then worked as a teacher among German prisoners of war from 1944 to 1948.

After his release into the Soviet occupation zone , he joined the Socialist Unity Party of Germany (SED) and began teaching at the German Administrative Academy (DVA) in Forst Zinna . On March 27, 1952, in the presence of Walter Ulbricht, State Secretary Gerhard Harig introduced him to the office of first rector of the German Administrative Academy "Walter Ulbricht". In 1955, Kleyer was replaced by Herbert Kröger and appointed head of the Institute for Political and Legal Theory at the Academy for Political and Legal Sciences in Babelsberg. As such, on May 6, 1957, the ZPKK issued a warning “for tolerating revisionist views”.

From 1952 to 1958 he was a member of the Potsdam District Assembly . In 1958 he became head of the legal department at the office of the Council of Ministers of the GDR . From 1964 he acted as head of the central office for the protection of public property at the Council of Ministers and from 1966 of the office for the protection of property in the GDR. He held this office until June 1982. Since then he has been a consultant in the working group for organization and inspection at the GDR Council of Ministers .
