Hertsmere is an administrative district with borough status in Hertfordshire in England . The administrative seat is Borehamwood .
The district was formed on April 1, 1974 and was formed from the merger of the Urban Districts Bushey and Potters Bar, the Rural District Elstree and part of the Rural District Watford.
The name Hertsmere is a combination of the name of the county and the word "mere", which means "border" in Old English. This is plausible in that Hertsmere borders Greater London to the south . Hertsmere was initially a district when it was founded, but became a borough by royal decree in 1977.
