Hiroko Nakayama ( Japanese 中山 弘 子 , Nakayama Hiroko ; born February 6, 1945 in Luodong (Ratō), Yilan County (Giran-ken), Taiwan , Japanese Empire ) is a Japanese politician. From 2002 to 2014 she was mayor of Shinjuku , a "special district" ( tokubetsu-ku , English "city") and the administrative seat of Tokyo Prefecture for three terms .

Nakayama was born in the Japanese colony of Taiwan in the final year of the war. After the war ended, she grew up in her father's homeland in Gunma Prefecture . She graduated from the prefecture-run Numata girls' high school (Gunma kenritsu Numata joshi kōtō gakkō) and then studied at the Nihon Joshi Daigaku . After graduation, she became a civil servant in the Tokyo Prefectural Administration in 1967 , where she rose to become office manager (kyokuchō) of the auditors' secretariats and the personnel committee. In 2002 she left the prefectural administration to switch to politics.

In the resignation-related early mayoral election in Shinjuku in November 2002, Nakayama ran with the support of LDP , DPJ and Kōmeitō and prevailed against two candidates with a historically low turnout of 25%. She was the first woman to be mayor of a Tokyo special district, the third among all cities in Tokyo and at that time one of only six mayors of urban or special districts nationwide. She was re-elected in 2006 and most recently in 2010 with the support of LDP, Kōmeitō and Tachiagare Nippon . In 2014 she did not run for re-election and was replaced by Ken'ichi Yoshizumi in December 2014 .
