The town hall buildings scattered around the city were merged and a center for civic life with a variety of shops and services was created. The reopening of the multifunctional building under the name “Terrace Numata” (テ ラ ス 沼 田, Terasu numata ) took place in May 2019 (Reiwa 1).

In addition to the town hall, the building also houses the Café Ippo (福祉 カ フ ェ ippo, Fukushi kafe ippo ), the city's history archive , the “Community Terrace” meeting point for community activities , a children's playground, a contact point for business start-ups and business support, and a fitness studio , the state employment agency Hello Work (ハ ロ ー ワ ー ク, Harô wâku ), a branch of the Chamber of Commerce and Industry, the Social Welfare Commission, the local radio station FM OZE and a restaurant.
