Horia is a municipality in the Romanian district of Tulcea in the Dobruja region .
The parish is made up of three villages: Cloşca (formerly known as Dautcea ), Floreşti (formerly known as Islam Geaferca ), and Horia (known as Ortachioi in the 19th century and, between 1924 and 1947, Regina Maria , named after Marie of Edinburgh ).
Northwest of the main town Horia, on the county road ( drum județean ) DJ 222A, lies the Lacul Horia . The lake is about 2.6 km long in north-south direction. Its greatest width is about 560 m.
