For a time he held the ducatus regni , so he was in fact imperial governor (a corresponding title, however, is not documented). He owed his nickname to the fact that as a " lay abbot " he owned important monasteries as benefices and received their income.

After the death of King Karl, he, Gauzlin and probably also Hinkmar were the representatives of the nobility who set the conditions for Ludwig II's accession to the throne . When Ludwig died again (879) Hugo tried to divide the empire between Ludwig's sons Ludwig III. and to prevent Karlmann , they then (880) had both crowned in view of the threatened intervention from Eastern Franconia ; he also succeeded in taking over the reign of both kings. When after the sudden death of Ludwig III. (882) the kingdom was reunified under Karlmann, Hugo regained power, but could not assert this against Gauzlin, who was appointed Arch Chancellor shortly afterwards.

In later years he received the posts of abbot of Saint-Vaast (around 874), an abbot of Saint-Aignan in Orléans (before 876), an abbot of Saint-Julien in Auxerre (877), and of Sainte-Colombe in Sens . Around 880 he finally became arch chaplain of the royal chapel.
