In November 2019, Lehmann was nominated again as a candidate for mayor of the SPD. Incumbent Henry Schramm ran again as a candidate for the CSU , WGK and FDP . In the election campaign, Lehmann campaigned for affordable housing, the preservation of the old town, an improvement in local public transport and more citizen participation and transparency. The election campaign was overshadowed by several affairs: incumbent Henry Schramm was accused of being involved in dubious real estate deals of the municipal housing association, which led to several criminal charges against him, including from an SPD city council. His predecessor, the SPD district chairwoman Inge Aures, was accused of opaque award procedures in her office as AWO chairman. Finally, shortly before the runoff election for the mayor's office, shredded postal voting documents were seized on the premises of the city of Kulmbach, which is why the public prosecutor's office investigated several city employees on suspicion of election fraud. The proceedings were later dropped.

In the Mayor election on March 15, 2020, Ingo Lehmann received 35.46% of the vote. He was second behind incumbent Schramm with 45.54% and ahead of the candidates of the Greens (14.12%) and the AfD (4.88%). The Greens then voted for Lehmann as Lord Mayor. In the subsequent runoff election, Lehmann was able to prevail against the incumbent with 50.82% of the votes, which corresponds to a lead of only 251 votes. His term of office began on May 1, 2020, and was sworn in on May 7, 2020 at the constituent meeting of the city council.
