Henry Schramm

Henry Schramm (born  May 15, 1960 in Hohenberg near Marktleugast ) is a German politician ( CSU ) and since November 8, 2018 District President of Upper Franconia . He was a member of the Bavarian State Parliament from October 6, 2003 to January 17, 2007 and Lord Mayor of the city of Kulmbach from October 22, 2006 to April 30, 2020 .

Career

After an apprenticeship as an industrial clerk, Schramm graduated from high school in 1981. He did military service with the 2nd / 4th Air Defense Regiment in Regensburg . In 1983 he joined the administration of the Federal Border Police and studied at the Federal University of Applied Sciences in Cologne . In 1987 he moved to the Kulmbach District Office , where he became the Head of Public Safety and Order, Trade and Food Monitoring. In 2001 he became city and district chairman of the CSU and in the same year narrowly failed in the election of Kulmbach's mayor. In 2006 he was successful and became city councilor and mayor of the city of Kulmbach. He performs other functions (from January 2007) as chairman of the board of directors of the Sparkasse, chairman of the supervisory board of Städtebau Kulmbach GmbH and council member of the Lindauer and Peestner group water supply, as well as voluntary work as chairman of the development association of the Adalbert-Raps-Schule (FOS / BOS), chairman of the prison council of the penal institutions of Bayreuth and Hof (until Jan 2007) and as a member of numerous clubs and associations. In 2003 he was elected as a direct candidate of the CSU for constituency 408 Kulmbach in the Bavarian state parliament and was a member of parliament from October 6, 2003 to January 15, 2007.

Parliamentary work

After his election to the state parliament on October 6, 2003, he was appointed to the committees for communal issues and internal security, for federal and European affairs, as well as the council of elders. He was a member of the state sports advisory board and media council. Until his inauguration as Lord Mayor, Schramm continued to perform his duties in the city council of Kulmbach and as mayor in parallel to his parliamentary work.

Lord Mayor

On October 22, 2006, as a candidate of the Christian Social Union (CSU), the Free Democratic Party (FDP) and the Kulmbach Voting Association (WGK), he won the mayoral election in Kulmbach with 52.4 percent against the incumbent Inge Aures , the candidate and District chairman of the SPD . He was handed over on January 16, 2007. He gave up his mandate in the state parliament in Munich. His successor in the Bavarian state parliament was Gudrun Brendel-Fischer from the CSU. When he took office, he also gave up his seat on the city council and mayor. Henry Schramm is a member of the district assembly of Kulmbach and the district assembly of Upper Franconia. There he held the office of District Parliament Vice President from 2008 to 2013. On November 8, 2018, the District Assembly of Upper Franconia elected him as District Assembly President with 20 out of 21 votes. On October 21, 2012 he was confirmed in the office of Lord Mayor and won the election against Ingo Lehmann (SPD) and Hans Dieter Herold (Greens) with over 60% of the vote. On March 29, 2020 he was defeated in the runoff election for mayor with 49.19% Ingo Lehmann (SPD).
