Innocence in Danger (English for innocence in danger ) is an internationally operating non-governmental organization that positions itself against the sexual abuse of children , especially the distribution of child pornography through the new media . Innocence in Danger is therefore committed to prevention projects that improve the media skills of children and young people. In order to strengthen the rights of victims in court proceedings, Innocence in Danger is also committed to the targeted training of police officers, therapists and lawyers who, for example, accompany children in interrogation situations. Another goal of Innocence in Danger is to ensure that crimes committed against children are not subject to the statute of limitations , as many victims only report them after many years.

history

During a UNESCO conference in Paris in 1999, a group called Innocence en danger / Innocence in Danger came together, which was founded in 2000 as an internationally oriented organization. The activities take place through national associations in Switzerland , Germany , Colombia , France , the United Kingdom and the United States . The organization is affiliated to the European umbrella organization European NGO Alliance for Child Safety Online .

The organization states on its website that it has its headquarters in Switzerland and that it is organized in the form of a Swiss foundation under federal supervision. According to the commercial register , however, there is no longer any such foundation in Switzerland. The foundation Fondation Internationale Homayra et Patrick Sellier "Innocence en danger" , registered in October 2003 at the law firm Etude Zellweger & Associes in Neuchâtel , was dissolved in November 2007 and ex officio deleted from the commercial register at the request of the Swiss supervisory authorities.

German section

In September 2003 the German section Innocence in Danger eV (IID) was founded. The aim of this section is the education and prevention in the area of sexual abuse of children with a focus on the Internet. It is required that the topics are included in the curriculum and teacher training.

The lawyer Marina vonuchten has been the president of the German section since 2013. She replaced Stephanie zu Guttenberg . Julia von Weiler has been the managing director since 2003. The psychologist was repeatedly present in the public discussion during the Edathy affair . In TV talk shows with Maybrit Illner and Markus Lanz and via her blog, she draws attention to the phenomenon of digital exhibitionism. Accordingly, the network is changing the way sexualized images are dealt with profoundly. "I have to exhibit myself digitally," says Weiler, "that means maximum possible attention, but in addition to a lot of encouragement, it also brings maximum vulnerability."

The non-profit association had an office in Cologne until the end of 2010 and has been based in Berlin-Charlottenburg since the beginning of 2011 .

activity

In an interview with the Funke media group , managing director Julia von Weiler called for smartphones to be banned for under 14s. "With internet access via smartphone, we are giving the children something in their hands, the gigantic consequences of which they cannot yet estimate," Weiler told the Berliner Morgenpost. “We should therefore expand the protection of minors: Just as we protect children from alcohol or other drugs, we should also protect them from the risks of using smartphones too early. As long as smartphones and their apps are not childproof, we would have to ban them for children under the age of 14. ”The demand was taken up many times, among other things. a. from FAZ, Tagesspiegel, Deutsche Welle and Washington Post. The idea largely corresponds to the usage rules that Facebook or Youtube suggest for young people - at the earliest from the age of 14 or 18. The Independent Commissioner for Child Sexual Abuse, Johannes Rörig, and Federal Family Minister Franziska Giffey went the proposal too far. Röhrig said a smartphone ban does not eliminate the dangers of the network for children. She wanted safe communication rooms for children, Giffey told the dpa.

With the support of Aktion Mensch and the Auerbach Foundation , the association implemented the “Smart user” prevention model. In addition to providing information about sexual violence against children on the Internet, the association supports families and children who have been victims of sexual violence. The “Smart User” project includes a variety of different exercises and subject matter. These also include the topic of cyberbullying , own limits, perpetrator strategies, "What makes friendship?". The “smart users” are trained to be the first point of contact at their school, to provide psychological support to those affected and to send them to a trained person / trusted teacher or a specialist department. The trained “smart users” can also give lectures at their school themselves or create and lead courses on project weeks. IiD cooperates with schools and organizes summer camps and art weeks. It is also planned to train young people to become “online advisors for young people”. Innocence has won the Berlin Prevention Prize and the Alliance for Children Prize for its “offline” and “smart user” projects. (3rd place each)

In August 2013, the association published the free prevention app “Clever im Netz”, which tries to familiarize children between the ages of 9 and 11 with the subject of “sexual abuse of children on the Internet” using low-threshold comics. In addition to the children, legal guardians and other people they trust can find information and assistance on how to use the Internet cleverly. The first prevention app of this kind in Europe is available for iOS , an Android version has been announced. It was developed pro bono by the IT company axxessio and is certified by TÜV Rheinland with regard to data protection.

Julia von Weiler coined the term digital exhibitionism to describe the atmosphere in which young people interact with the Internet . “The basis of social networks is exhibitionism,” wrote the psychologist in the FAS. “Digital networking and so-called social media are changing the way we interact. If I want to be there, I have to attract attention. I have to exhibit myself digitally, otherwise I'll be overlooked. In social networks and chat rooms, with online games and messenger services - I have to present myself everywhere. With photo, description, especially cool, casual, interesting. Somehow - but in any case public. I also publish a profile on application portals. ”Weiler advocated the deletion of child pornographic content online at an early stage.

financing

Stephanie zu Guttenberg assumed a financial requirement of 800,000 euros annually for all activities of the association. The association is financed through donations, for example through participation in the celebrity special of the RTL program Wer wird Millionär (500,000 euros) in 2010 and the radio rainbow donation gala “A Helping Hand” (100,000 euros) a year 2011 were taken.

criticism

The association sparked a heated public debate in early 2010 because the association participated in the program Tatort Internet - Finally Protect Our Children . Men were filmed anonymously and with a hidden camera as they wanted to meet underage girls with whom they had previously arranged to meet in chats. Andrian Kreye, for example, scourged the TV production company in the SZ because "like a vigilante group, it hunts criminals on its own and regardless of the rule of law."

At the end of November 2010, among other things, publications from the DuMont publishing house with reference to interview partners reported on approaches to criticism of various points in the association's activities. The Frankfurter Rundschau criticized the fact that the association did not prove a serious use of funds by publishing its finances or by issuing a DZI donation seal , that it did not pursue a prevention concept and did not maintain any advice centers . The focus is on sexual abuse on the Internet and thus outside of the families, which are considered the primary field of activity in the sexual abuse of children.

The Frankfurter Allgemeine Zeitung described the publications from the DuMont publishing house as a campaign. Even Greenpeace or the German Cancer Aid had no donation seal of the German Central Institute for Social Issues . This is also voluntary and associated with costs.

The association reacted to the allegations of lack of transparency. Julia Weiler told the taz: "We did not fear the criteria of the German donation seal, we deliberately renounced the seal." Furthermore, the association announced a criminal complaint against journalists and editors of the DuMont publishing house and disclosed its finances. The DZI finally stated that IID's information behavior was transparent. "The review of the available materials has not revealed any critical clues for the DZI so far." The managing director of the association said on December 7, 2010 in the taz : "We presented the figures in consultation with our tax advisor, and that took longer lasted than a day. With a manageable budget of just over 420,000 euros in 2009, we have nothing to hide anyway. "Even with the blogosphere is provided Innocence in Danger a shouting match in which part of management particularly the sound has been heavily criticized.
