The Intempo is a 47-story, 192-meter high-rise residential building in Benidorm , Spain. The opening of the Intempo was originally planned for 2009, but was delayed considerably from 2007 due to the financial crisis . The removal of the last construction crane began in March 2014, but the work that was still necessary until a possible opening was interrupted due to lack of money. The high-rise should be completed by 2019 [obsolete] .

The Intempo has 47 upper floors and a height of 192 meters, making it one of the tallest buildings in Spain and one of the tallest residential buildings in Europe. Parking garages are located in three basement floors. The Intempo consists of two residential towers 20 meters apart, which are connected between the 33rd and 44th floors by an inverted cone , which itself contains eight floors. The M-shaped facade is made entirely of glass, the side walls of reinforced concrete . The parts of the building are accessed by a total of ten elevators, three of which lead over the entire height of the two towers. Around 2,500 tons of steel and 29,000 cubic meters of concrete were used for the construction. The building was designed by the Spanish architect Roberto Pérez Guerras and has been nominated for the 2014 award for outstanding concrete structures from the International Concrete Association (FIB), which is awarded every four years.

History of origin

The implementation of the project, which was started in 2005, was accompanied by numerous setbacks, which meant that the inauguration date initially planned for mid-2009 had to be postponed several times.

Many commentators see the Intempo as a prime example of the economic and financial crisis in Spain that was triggered by the bursting of a property bubble in 2007 . At the time the project began, the speculation- fueled construction industry was still in the expansion phase. For example, the building owner company Olga Urbana , founded in 2004 by three Spanish private individuals, received a construction loan of 93 million euros from Bank Caixa Galicia in 2005 with a symbolic contribution of only 3,100 euros for Intempo . Due to the bankruptcy of the bank, the mortgage was initially transferred to Nova Caixa Galicia , before the " Bad Bank " Sociedad de Gestión de Activos de la Reestructuración Bancaria (SAREB), founded by the Spanish state, took over this share for around 50 million euros in December 2012 .

In June 2013, the architectural offices Pérez Guerras Ingenieros y Arquitectos Asociados and Olcina & Raduán Arquitectos , who had been entrusted with the construction management, withdrew from the project. They stated that the necessary relationship of trust between the client and the architect had been lost after SAREB entrusted an external company with project management. The latter let its decisions be guided by economic considerations to the extent that the building safety, quality and future maintenance of the building could no longer be guaranteed and the high standards of the original design could no longer be implemented. Suasor , the company commissioned by SAREB to manage the project, receives a monthly fixed amount as well as a percentage share in realized savings and is involved in a legal dispute with the construction company responsible for the concrete work over unreimbursed material costs in the millions.

Construction began in 2006. In July 2009 the construction company originally responsible, Estructuras Aliben , had to file for bankruptcy, which meant that the work was interrupted for months. In March 2010, a newly founded construction company continued the construction work before it was replaced by a third company shortly afterwards. In an accident in June 2011, thirteen workers were injured, two of them seriously, when a freight elevator fell from the 20th floor. The last elements of the concrete skeleton in the middle part of the building were only completed in June 2013. In August 2013, 95 percent of the work was completed. The final construction phases include the entrance area, a swimming pool and the gardens.

Media information about apartments that have already been sold fluctuated strongly. In January 2014 it was reported that around 200 of the 269 apartments were still without buyers. According to a report by the daily El Mundo from April 2014, 100 apartments were sold between 2006 and 2008, since then only 20. The majority of the previous buyers are Russians . In August 2013, the news agency EFE reported on negotiations between the Intempo owner company Olga Urbana with investors from Russia, the United Arab Emirates and Sri Lanka who are interested in participating in the company. According to media reports, the owner company was exposed to several lawsuits at the beginning of 2014, in which previous buyers of apartments that were not completed as planned, sued for reimbursement of the purchase price and damages. In April 2014, the owner company was still looking for an investor who would take over the largely completed property for a purchase price of around 90 million euros, without including the ownership rights of the 120 apartment buyers.

A Benidorm judge issued an arrest warrant against the property's agent in June 2014 after failing to comply with a summons to a court hearing on fraud charges related to the sale of an apartment at Intempo. In December 2014, the Commercial Court in Alicante appointed an experienced specialist lawyer as the bankruptcy administrator of the heavily indebted owner company Olga Urbana .

Media reports about missing elevators

In August 2013, numerous media around the world spread the sensational false report , initially published on the Gizmodo blog platform , that the building had no or no functioning elevators. They were referring to an exclusive report by the Spanish newspaper El País , published two weeks earlier, which did not contain this, but reported planning errors based on internal sources due to an alleged late expansion of the plans from 20 to 47 floors.

The media that spread the hoax included CBS , CNN , Corriere della Sera , The Independent , Liberation and Russia Today . In the German-speaking area, the message was taken from Bild.de , Focus , N24 , Neue Zürcher Zeitung , Spiegel online , Stern , and Die Welt , among others .

According to the T-Online news portal, for example, the installation of an elevator was not just "forgotten", which meant that the upper 27 floors were "only accessible by stairs", but the expansion of the building plans to 47 floors was only " three years after the start of construction "out of" greed of investors ". Despite several denials on the part of the owners, construction management and marketers, the established media initially stuck to the claim that the built-in elevators were not working or not working as planned. Some media later corrected their original reporting and referred, for example, to an allegedly “diffuse source situation”, while others refrained from making corrections and completely removed their incorrect articles.

According to clarifications from former and current managers, the six elevators in the high-rise towers are working properly, and the false reports about the planning errors and the functional defects of the elevators cannot be explained. The architects responsible for the planning demanded a public correction from the national television broadcaster Antena 3 , which had also unchecked the false information that had come to Spain from abroad. As early as April 2013, months before the rumors emerged, a Spanish journalist reported on her blog about her visit to the Intempo construction site and her (problem-free) ride in an elevator up to the 45th floor, published corresponding photos and of all in all written ten elevators. Six days after its original publication, which was followed by numerous international media, the author of the blog post on Gizmodo withdrew his account of the allegedly missing elevators. The sales manager responsible for the property stated a few days after the peak of the media reports that sales of apartments in the building, which had become known worldwide in this unforeseen way, had been going very well since then. The report of 'very well sold apartments' from August 2013 apparently seems to be another false report, since the building was not yet completed in December 2016 and is empty.
