The International Center for Missing & Exploited Children ( ICMEC ) is an international non-profit organization dedicated to the fight against child sexual abuse , child pornography and child abduction and provides support in the search for missing minors.

Since it was founded in 1998, the ICMEC has established offices and contacts to like-minded organizations in 29 countries worldwide (as of August 2019). The organization works with lawmakers and law enforcement agencies from approximately 100 countries to pass laws to combat child pornography and the sexual exploitation of children.

history

In 1998 the board of directors of the US organization National Center for Missing and Exploited Children (NCMEC) approved the creation of an international organization. The two have since acted as sister organizations.

The first meeting of the ICMEC Chair took place in May 1998. It was opened in April 1999 by Hillary Clinton , then First Lady of the United States, and Cherie Blair , then Prime Minister Tony Blair, at the British Embassy in Washington, DC . launched.

In 2003 ICMEC signed the Memorandum of Understanding with the Hague Conference on Private International Law .

In 2007 the Romanian branch of the Romanian Center for Missing and Exploited Children was opened in Bucharest.

In August 2008, ICMEC was given the status of a " Special Consultative " by the United Nations Economic and Social Council to support the UN with its expertise in the fight against sexual exploitation and child abduction. ICMEC cooperates with Interpol , the Intercontinental Organization of American States and the Hague Conference on Private International Law .

In 2009 a branch was established in Singapore for the Asia-Pacific region . In 2011, an office responsible for Latin America and the Caribbean was opened in Brazil.

In 2010 the Eastern European branch, the Southeastern European Center for Missing and Exploited Children, was inaugurated .

In 2012, a council was set up made up of experts and executives from the health sector. The ICMEC aims to encourage the health sector to include child sexual abuse in medical school curricula, improve timely detection of victims through medical education and training, and conduct epidemiological studies to improve the health care of victims. Council members include Merck , GlaxoSmithKline , Harvard Medical School , the American Academy of Pediatrics, and the Center for Disease Control and Prevention .

In 2013, ICMEC and Thomson Reuters Corporation partnered with the Digital Economy Task Force to host a conference with experts and executives to examine the benefits and risks of evolving digitization in the fight against child pornography.

Global Missing Children's Network

The Global Missing Children's Network (GMCN), founded in 1998 as a joint venture between ICMEC and the US subsidiary NCMEC, is a network of countries that bring together information and pictures of missing children , share best practices and disseminate them to the Improve the effectiveness of missing child investigations. Each country can access a customizable website platform and enter missing children information into a centralized, multilingual database that contains photos and missing children information that can be viewed and distributed to aid location. GMCN employees train new countries joining the network through, for example, an annual membership conference sponsored by the Motorola Solutions Foundation to discuss best practices, current problems, trends, guidelines and possible solutions.

Madeleine McCann's parents reached out to ICMEC to help them publicize their case. ICMEC's ​​YouTube channel, Don'tYouForgetAboutMe, which allows people to post videos, pictures, and information about their missing children, was launched as part of this effort and had 2,200 members in November 2014. ICMEC reviews the postings to ensure that a child is indeed missing from a video posted and that the images are not inappropriate.

Law enforcement training

ICMEC's ​​child protection work includes the training of law enforcement officers. Since 2003, ICMEC has partnered with Interpol and Microsoft Corporation , which donated $ 1.5 million to the worldwide law enforcement training program, to train officials in methods of investigating cases of sexual abuse and exploitation of children. By September 2012, the ICMEC had conducted more than 50 such law enforcement trainings with more than 5,000 law enforcement officers from more than 120 countries.

Financial coalition against child pornography

In 2006, ICMEC, NCMEC and 34 financial institutions formed the Financial Coalition Against Child Pornography (FCACP). The Financial Coalition, whose members account for 90% of US payments, aims to eliminate the possibility of trafficking in child pornography.

In 2007 the FCACP developed and published a guide entitled " Best Practices for Acquiring and Monitoring Internet Merchants for the Prevention and Detection of Commercial Child Pornography" (translated). The guide was distributed to banks in the United States by the Comptroller of the Currency and the Federal Deposit Insurance Corporation . In 2008 the coalition published a second paper entitled "Trends in Migration, Hosting and Paying for Commercial Websites for Child Pornography".

These US-based efforts were expanded regionally with the formation of the Asia Pacific Financial Coalition in August 2009. The coalition's original goal was to raise awareness of the issue of child sexual abuse among people and businesses and the way in which child sales and distribution were carried out over the internet.

Project Vic, or Technological Advances in Law Enforcement

ICMEC manages and supports Project Vic, an initiative that aims to improve the use of new technologies, such as hash functions , in global and national law enforcement.

The initiative leverages donated technology such as Microsoft's Photo DNA . The technology also assists Internet service providers by helping them identify images of sexually abused children posted on their websites and block their further spread. In addition, the British company Friend MTS Ltd made a donation . transferred its dactyloscopy technology to ICMEC in April 2014 to improve the efficiency of child pornography investigations and to stop the continuous exchange of similar files over the Internet. ICMEC distributes the technology to law enforcement agencies, software providers and online service providers.

Project Vic worked with the United States Department of Homeland Security to create a cloud computing archive to consolidate large amounts of child pornography .
