The International Parliament Scholarship (IPS) is an annual scholarship program of the German Bundestag for up to 120 young people from Central , Eastern and Southeastern Europe , countries in the Arab region, France , Israel , Canada and the USA . Until the program year 2007 it operated under the name International Parliament Internship (IPP).

history

The German Bundestag has been running the International Parliamentary Scholarship since 1986 . It has its origin in the Bundestag Internship Program (BIP). However, the GDP targeted only young academics from the United States. From 1986 to 1988, 20 scholarships were awarded annually.

In 1989, a program similar to BIP was founded with France under the name Franco-German Parliamentary Internship . In contrast to the BIP, this is based on reciprocity, which also gives German academics the opportunity to complete an internship in the French National Assembly . In addition, the total duration of the program has been extended to ten months. The French scholarship holders spend a semester at the Humboldt University in Berlin to prepare , while the German scholarship holders complete a semester at Sciences Po Paris . Since 1989, 140 French have received a grant from the German Bundestag and 135 Germans have received a grant from the French National Assembly.

The International Parliamentary Scholarship, then still known as the International Parliamentary Internship (IPP), was opened to university graduates from countries in Central, Eastern and Southeastern Europe after the end of the Cold War. In 1990 Polish and Hungarian applicants were given the opportunity to participate in the International Parliamentary Scholarship. In the following years the German Bundestag developed the program for the countries Bulgaria (1995), Estonia (1992), Latvia (1992), Lithuania (1992), Romania (1996), Russia (1993), Serbia (2004), Slovakia (1994), Czech Republic (1993) and Ukraine (2000) expanded. In 2001 the states of Albania , Bosnia and Herzegovina , Croatia , Macedonia and Slovenia and in 2005 the states of Georgia and Kazakhstan were included in the program. From the program year 2008, scholarship holders from Armenia , Azerbaijan , Moldova and Belarus can also take part in the program. Due to the political changes, Kosovo and Montenegro have been participating as independent states since 2009 . However, the total number of scholarship places was not increased. Israel joined the program in 2009. Greece , Turkey and Cyprus followed in 2015 . Canada will be represented in the program from 2018 . By 2017, over 2,500 scholarship holders had completed the International Parliamentary Scholarship.

Before Parliament moved from Bonn to Berlin, the program was carried out by the administration of the German Bundestag together with the University of Bonn and since then with the Free University of Berlin, the Humboldt University of Berlin and the Technical University of Berlin.

Course of the program

The IPS program lasts a total of five months and consists of various academic events and a three-month activity with a member of the German Bundestag. As part of a full-time job, the scholarship holders take on various tasks in a parliamentary office and accompany their members to meetings in order to gain insight into the internal functioning, interrelationships and procedures of parliament.

In the first few weeks, the participants take part in introductory events for parliamentary work. The scholarship holders are introduced to the political, economic and cultural life of the Federal Republic of Germany in short seminars organized by the political foundations during the course of the scholarship. In addition, the scholarship holders are enrolled as students at the Humboldt University of Berlin in the respective summer semester and can attend courses at the Berlin universities during this time. In addition, they take part in an accompanying academic program at Freie Universität, Humboldt-Universität, and Technische Universität.

The scholarship is financed by the Bundestag and is under the patronage of the President of the German Bundestag. Parliamentary coordination is carried out by the rapporteur group for the international exchange programs in the Commission of the Council of Elders for Internal Affairs. The scholarship includes a monthly allowance of 500 euros, free accommodation as well as health, accident and liability insurance. In addition, the costs of travel to and from Berlin are covered.

Selection criteria

Applicants must be citizens of one of the participating countries, have successfully completed a course of study, have good knowledge of the German language and must not have reached the age of 30. Participants are selected in a two-stage process. The German embassy in the respective country makes an initial selection. The applicants who remain afterwards will be invited to a selection interview with a German commission. The commission consists of a member of the German Bundestag, a university representative and a member of the Bundestag and takes place in the respective countries.

Alumni associations

Former scholarship holders have founded alumni associations in their home countries. The clubs support the selection committees and arrange contacts.
