Ismail Khelil

Ismail Khelil ( Arabic إسماعيل خليل, DMG Ismāʿīl Ḫalīl ; * July 11, 1932 in Gafsa ; † November 20, 2017 ) was a Tunisian diplomat , economic manager and politician of the Socialist Destur Party , who was ambassador and minister several times and foreign minister in 1990 .

Life

Khelil graduated from the University of Grenoble , from which he graduated with a licentiate , and entered the diplomatic service after Tunisia gained independence from France in 1956. He was first secretary at the embassy in Italy between 1957 and 1960 and then from 1960 to 1964 counselor at the embassy in the USA . After a subsequent assignment in the State Department, he was mayor of his native Gafsa between 1966 and 1969 and then Ambassador to the United Kingdom from 1969 to 1972before he was ambassador to Belgium from 1972 to 1978 . After serving as Director General of the Department for International Cooperation in the Ministry of Foreign Affairs from 1978 to 1979, he served as Director of the Tunisair airline from 1979 to 1980 and as Executive Director of the World Bank from 1980 to 1984 .

On June 18, 1983, Khelil Mansour replaced Moalla as planning minister and held this office in the cabinet of Prime Minister Mohamed Mzali and his successor Rachid Sfar until October 27, 1987, after which Mohamed Ghannouchi became his successor. At the same time he acted as the successor to Rachid Sfar between July 8, 1986 and his replacement by Nouri Zorgati on October 27, 1987 as finance minister in the Sfar cabinet. In 1987 he succeeded Mohamed Skhiri as governor of the Banque Centrale de Tunisie , the central bank of Tunisia, and held this post until he was replaced by Mohamed El Béji Hamda in 1990.

Khelil himself subsequently succeeded Abdelhamid Escheikh as Foreign Minister in the cabinet of Prime Minister Hamed Karoui on March 3, 1990 , but only held this post for a few months until he was replaced by Habib Boularès on August 28, 1990. His last position was between 1991 and 1994 as ambassador to the USA .
