Iwao Kitahara ( Japanese 北 原 巌 男 , Kitahara Iwao ; born July 20, 1947 in Ina , Nagano Prefecture , Japan ) is a former official of the Defense Agency ( Bōei-chō ) and ambassador from Japan.

Career

Kitahara completed a law degree at the private Chūō University in Tokyo with a bachelor's degree and worked from 1972 at the Defense Agency, today's Ministry of Defense . In 1977 he was in the education department in the personnel office. In 1978 Kitahara became a member of the Department of General Affairs and was the Japanese Commissioner for the Defense. In 1982 he was the first secretary at the Japanese Embassy in Canada . In 1996 Kitahara received a Master of Social Sciences from Toyo Eiwa Jogakuin University .

From 1998 to 2000 he was general director of the Japanese Defense Facilities Administration Agency DFAA ( German  agency for defense facilities ) in Okinawa and from 2000 to 2001 head of the office for defense operations. Kitahara was the head of the Finance and Equipment Bureau from 2002 to 2003, when he succeeded Shoei Yamanaka as Deputy Deputy Minister of Defense. In 2004, Kitahara was director of the Secretariat of the General Directorate of the Defense Agency and on August 8, 2005 he became chief of the Defense Facilities Administration Agency . On August 31, 2007, Kitahara retired.

In September 2008 Kitahara handed over his accreditation as Japanese ambassador to the Southeast Asian state of East Timor to President José Ramos-Horta . Kitahara followed Kenji Shimizu to the post in Dili . In 2011 Kitahara was replaced by Yoshitaka Hanada .

Kitahara founded the Japanese East Timorese Association in 2013 , of which he is General Secretary. He is also a consultant in the Koukyo Network Association .

Honors

On September 13, 2013, the Mahata-Iwao-Kitahara port in the East Timorese exclave Oe-Cusse Ambeno near Mahata ( Suco Costa , Pante Macassar sub- district ) was inaugurated. This is to honor Kitahara's commitment to the infrastructure of the exclave. The port project was supported by the Japan International Cooperation Agency (JICA). In 2010 Japan made $ 14 million available for port construction.

In 2017 Kitahara received the Medal of the Ordem de Timor-Leste , the highest order of East Timor, and the Japanese Order of the Sacred Treasure .
