Jan Philipp Schaefer

Jan Philipp Schaefer (* 1977 ) is a German law scholar and university professor . He has been a professor at the Federal University for Public Administration since 2019/20 .

Life

Jan Philipp Schaefer studied law at the University of Bayreuth and at the Ruprecht-Karls-Universität Heidelberg . He completed his studies in 2002 with the trainee exam and in 2006 with the assessor exam . In 2006 Schaefer received his doctorate in law at the law faculty of the Ruprecht-Karls-Universität Heidelberg with a thesis on the constitutional order of the Basic Law . The doctoral thesis was published in 2007 under the title Foundation of an Ordoliberal Constitutional Theory. The basic terms of the Basic Law in ordoliberal interpretation, developed using the example of the prohibition of right-wing extremist assemblies because of endangering public order.

Schaefer was a member of the organizing committee of the 48th Public Law Assistant Conference in Heidelberg (February 26-29, 2008) in cooperation with the Max Planck Institute for Comparative Public Law and International Law .

From 2006 to 2013, Schaefer was a research associate and habilitation candidate at the Institute for Constitutional Law, Constitutional Theory and Legal Philosophy at Heidelberg University . During this time he published a large number of scientific articles as editor and co-author, also together with his doctoral supervisor Winfried Brugger .

In 2009 Schaefer received the sponsorship award from the German section of the International Association for Legal and Social Philosophy.

From February to March 2010, Schaefer was visiting lecturer on “European Union Law” at the Interdisciplinary Center in Herzliya (Israel), at the Royal Scientific Society in Amman (Jordan) and at the Palestinian Al-Quds University in Abu Dis (West Bank).

Schaefer completed his habilitation in Heidelberg in 2013 . He received veniae legendi for constitutional law , constitutional law , legal history , administrative law , constitutional theory and legal philosophy . The habilitation thesis The transformation of administrative law. Controversies of reform-oriented administrative law was published in 2016 by Verlag Mohr Siebeck . Paul Kirchhof carried out the first assessment and Wolfgang Kahl carried out the second assessment.

At the Ludwig Maximilians University in Munich , Schaefer was a deputy professor at the chair for public law and state philosophy of the Federal Constitutional Judge Peter M. Huber from 2013 to 2019 . In the winter semester 2018/19 he was appointed from the rank of private lecturer to that of a university professor (Univ.-Prof.).

In the summer term 2019 Schaefer held as part of the Heidelberg event series "Academic lunch break" with the event entitled "Legal understand make law - Challenges in legal thinking" two talks with the titles: "The timeliness of the Weimar Constitution in 2019" and "Are we before a post-constitutional age? ".

Jan Philipp Schaefer has been a professor at the Federal University for Public Administration in Brühl since 2019/20 .

Schaefer is married and has two children.
