Jean-Claude Paye (born August 26, 1934 in Longué-Jumelles , Maine-et-Loire ) is a French administrative lawyer , diplomat and politician .

biography

After finishing school, he first studied law and economics and then completed postgraduate studies at the Institut d'Études Politiques (IEP) in Paris . He was then from 1959 to 1961 a graduate (Elève) of the École nationale d'administration (ENA).

He began his professional career in 1961 as the head of the private office of the mayor ( Maire ) of Constantine in Algeria . After the sovereignty of Algeria from France on July 5, 1962, he stayed in Algeria as Secretary of the Embassy in Algiers . After his return to France, he worked for contracts and space law at the Directorate for Political Affairs at the Ministry of Foreign Affairs on Quai d'Orsay between 1963 and 1965 . In 1965 he was appointed special advisor in the private office of the State Secretary for Scientific Research and then in 1966 as special advisor in the private office of Social Minister Jean-Marcel Jeanneney . He then headed the private office of the then Vice-President for Economy and Finance of the Commission of the European Communities (EC) , Raymond Barre, from 1967 to 1967 .

He then returned to the diplomatic service and was first counselor at the embassy in the Federal Republic of Germany and from 1974 to 1976 deputy head of the private office of Foreign Minister Jean Sauvagnargues .

Between 1976 and 1979, Raymond Barre, now Prime Minister of France , appointed him his advisor on international affairs. At the same time he was Secretary General of the Interministerial Committee for Questions of European Economic Cooperation from 1977 to 1979. This was followed by a position as director for economic and financial affairs in the Ministry of Foreign Affairs from 1979 to 1984.

In 1984 he succeeded Emiel van Lennep as Secretary General of the OECD . He held this post with a brief interruption until he was replaced by Donald J. Johnston in 1996. During his tenure, internationalization reached a new quality and other dimensions in the 1980s : modern communication technologies and cheap transport options brought Seoul and Bangkok closer to Strasbourg closer than Manchester 15 years ago, "he said in 1993, describing the changed business principles of the OECD.

After leaving the OECD, he was a Councilor of State (Conseiller d'État) in the special service until 2000 and then a lawyer in the international law firm Gide Loyrette Nouel until 2001 .

Most recently, Jean-Claude Paye was President of the Foundation for Innovative Politics (Fondation pour l'innovation politique, FONDAPOL) from 2001 to 2005 .
