Joachim Büchner (MfS employee)

Joachim Büchner (born March 5, 1929 in Westhausen ) is a German former major general of the Ministry for State Security (MfS) of the German Democratic Republic (GDR). From 1970 to 1989 he was Head of Department VII, responsible for counter-espionage within the Interior Ministry and the GDR police.

Life

Büchner, son of a carpenter, attended a commercial school after elementary school and did an apprenticeship as a commercial clerk , which he completed in 1947. In the same year Büchner became a member of the Socialist Unity Party of Germany (SED) and an employee of its district secretariat in Langensalza . In 1949 Büchner also became secretary of the local district leadership of the Free German Youth (FDJ).

In 1949 Büchner became an employee of the state administration for the protection of the national economy in Thuringia (from February 1950 state administration of the Ministry for State Security) with an office in Langensalza. From 1950 he was an employee of the central state administration of Thuringia in Gera and there in Department V, responsible for "State apparatus, culture, churches and underground espionage". In 1953 Büchner became head of this department. In 1955 he moved to Department XV, responsible for foreign intelligence, and in 1958 became Deputy Operational Director.

From 1965 to 1969, Büchner completed a university course, then a distance learning course, and became a qualified lawyer , research assistant and in 1969 senior assistant at the Law School of the MfS in Potsdam-Eiche . In 1971 Büchner received his doctorate . In the same year he was promoted to colonel.

In 1970 Büchner was appointed to the headquarters of the MfS in Berlin and became head of Department VII, responsible for counter-espionage in the Ministry of the Interior and the People's Police , but was also responsible for the finances of the MfS. In 1977/78 Büchner completed a one-year course at the SED's "Karl Marx" party college and was appointed major general after graduation.

After the turning point and the peaceful revolution in the GDR , Büchner was released from all functions in December 1989 and dismissed from service in 1990.
