Joaquín Chapaprieta y Torregrosa (born October 26, 1871 in Torrevieja , † October 15, 1951 in Madrid ) was a Spanish politician and Prime Minister of Spain ( Presidente del Gobierno ) .

biography

Studies and professional career

The son of a timber merchant and ship owner from Genoa , who made a significant contribution to the economic boom in Torrevieja and Alicante , obtained his university entrance qualification ( Bachillerato ) at the Orihuela seminary . He then completed a law degree at the Universities of Madrid and Bologna .

Later, alongside ministers Joaquín López Puigcerver and Santiago Alba Bonifaz, he was the author of recognized works on administrative disputes and financial law.

In addition, he held leading positions in administration. In 1903 he was appointed General Director of Property Management ( Director General de Propiedades ) and later General Director of State Administration ( Director General de Administración ). In 1915 he finally became Undersecretary of State in the Ministry of Appeals for Mercy and Justice. Between 1916 and 1917 he was Undersecretary of State in the Treasury.

MP, Senator and Minister

He began his political career in 1898 when he was elected Member of the Parliament of the Province of Alicante . However, on May 19, 1901, as a representative of the Liberal Party ( Partido Liberal ) founded by Práxedes Mateo Sagasta , he was elected member of the Congress of Deputies ( Congreso de los Diputados ), where, with a few interruptions, he initially defended the interests of Murcia and then later Granada and A Coruña .

He was then elected senator in the election of March 10, 1918 , where he first represented the interests of the province of Valladolid and then the province of A Coruña until September 1927 . As a senator, he was one of the leading leaders of the moderate left.

On December 7, 1922, Manuel García Prieto appointed him to a government as Minister for Labor, Trade and Industry ( Ministro de Trabajo, Comercio e Industria ), to which he was a member until September 3, 1923.

Promotion to Prime Minister during the Second Republic

Two and a half years after the proclamation of the Second Spanish Republic , he was re-elected on November 19, 1933 as a member of the Congress of Deputies, to which he belonged as a representative of the Alicante constituency until the beginning of the Spanish Civil War in July 1936. In the election of February 16, 1936, he was a candidate for the Partido Republicano Independiente de Alicante .

As Minister of the Treasury ( Ministro de Hacienda ) he was a member of Alejandro Lerroux's third cabinet from May 6 to September 25, 1935 .

Subsequently, as his successor, he himself became Prime Minister of Spain ( Presidente del Gobierno ) and formed a government that remained in office until December 14, 1935, in which he again took over the office of Treasurer. As Prime Minister, he received essentially the support of the Confederation of Autonomous Right ( Confederación Española de Derechas Autónomas ) and the representatives of the farmers.

In addition, he initially retained the office of treasury minister in the cabinet of his successor Manuel Portela Valladares until December 31, 1935.

With the beginning of the Spanish Civil War he withdrew from political life and later went into exile in France .
