John Fretwell

Sir John Emsley Fretwell , GCMG (* 15. June 1930 in Chesterfield , Derbyshire , England ; † the 30th March 2017 ) was a British diplomat , the deputy among others 1982-1987 Undersecretary of State in the Foreign Ministry and 1987-1990 Ambassador to France was .

Life

John Emsley Fretwell, son of Francis Thomas and Dorothy Fretwell, began studying at the University of Lausanne after attending the Chesterfield Grammar School and did military service in the Royal Artillery Regiment from 1948 to 1950 . He then continued his studies at King's College of the University of Cambridge on. After his graduation with a Master of Arts (MA) in 1953, he entered the diplomatic service (HM Diplomatic Service) Ministry of Foreign Affairs ( Foreign Office ) . He was also a reserve officer and was most recently a majorpromoted. In the following years he found numerous uses at diplomatic missions abroad and in the Foreign Ministry. Among other things, he was Third Secretary in the Office of the Governor of Hong Kong from 1954 to 1955 and Second Secretary at the Embassy in the People's Republic of China from 1955 to 1957 . After serving in the Foreign Ministry between 1957 and 1959, he served as First Secretary at the Embassy in the Soviet Union from 1959 to 1962.

After a renewed assignment from 1962 to 1967 at the State Department, Fretwell served as First Secretary for Trade Affairs at the US Embassy from 1967 to 1970 . In 1970 he became a trade councilor at the Representation in the People's Republic of Poland and held this post until 1973. He then returned to the Foreign and Commonwealth Office , where he was initially head of the trade relations unit for a short time in 1973 and after the accession of the United Kingdom in the European Communities (EC) between 1973 and 1976 head of the Internal European Integration unit. In 1975 he was named Companion of the Order of St Michael and St George (CMG) for his services .

Fretwell then stayed at the State Department, where from 1976 to 1979 he was Head of the European Integration Department (Assistant Under-Secretary for Foreign and Commonwealth Affairs, European Integration) and then from 1980 to 1981 Envoy at the Embassy in the USA. In 1982 he was promoted to Knight Commander of the Order of St Michael and St George (KCMG) and has since had the addition of Sir . He then replaced Sir Reginald Hibbert as ambassador to France in 1982 and held this post until 1987, when Sir Ewen Fergusson succeeded him there. In 1987 he was raised to the Knight Grand Cross of the Order of St Michael and St George (GCMG). Most recently, he took over from Derek Thomas in 1987 as Senior Deputy Under-Secretary for Foreign and Commonwealth Affairs, Political Director . He held this post until his retirement, after which John Weston became his successor.

After retiring from the diplomatic service Fretwell from 1991 to 1992 Member of the Council of the insurer Lloyd's of London , and in 1992 and 1993 Special Advisor to the upper house ( House of Lords ) . He also served as Special Advisor to the Higher Education Funding Council for England from 1995 and 1996, and was also Chairman of the British-French Society from 1995 to 2005, succeeding Sir Reginald Hibbert.

John Emsley Fretwell had been married to animal rights activist Mary Ellen Eugenie Dubois since 1959, who was awarded the Officer's Cross of the Order of the British Empire (OBE) in 2001 for her services . The couple adopted children Emma Jane and Charles Benjamin Fretwell.
