José Antonio de Yturriaga Barberán

José Antonio de Yturriaga Barberán (born October 12, 1936 in Granada ) is a Spanish diplomat.

Education and professional career

The study of law at the University of Seville graduating Barberán 1958th In 1961 he was given a teaching position in international law at the Complutense University of Madrid , which he held until 1965. That same year he was there with a thesis on the role of the United Nations in the decolonization of doctor of law doctorate. In 1963 he entered the diplomatic service in his home country. As part of this activity, he worked at the Spanish embassy in Monrovia between 1965 and 1967 . This was followed by an engagement as a Spanish consul in Düsseldorf before he returned to Spain in 1970. There he held a post in the Ministry of the Interior. At the same time, he taught at the Complutense University in Madrid and was active in diplomatic training. In 1976 Barberán moved to the embassy in Lisbon as a cultural attaché for a year , but was then reappointed to the Ministry of Foreign Affairs, where he mainly dealt with questions of aviation and international maritime law . He was also an advisor to the United Nations Environment Program and Intelsat . After a visiting professorship at the Hague Academy for International Law in 1978, Barberán took over the management of the diplomatic service in the Ministry of Foreign Affairs in 1981. In 1983 he briefly took over the office of General Secretary in the same ministry before moving to Iraq as ambassador . After further positions in Ireland , again in the ministry and as the permanent representative of Spain to the United Nations in Vienna , he was ambassador to Moscow and from 1997 to 1999 also looked after the countries of Armenia , Azerbaijan , Belarus , Georgia , as well as Kazakhstan , Kyrgyzstan , Tajikistan and Turkmenistan and Uzbekistan . From 2001 Barberán took on the role of representative for the law of the sea in the Ministry of Foreign Affairs.

Others

As deputy head of the Spanish delegation, Barberán took part in all meetings of the UN Conference on the Law of the Sea between 1971 and 1982 and was instrumental in drafting the Spanish text of the Convention on the Law of the Sea . In 2002 he was nominated by the government of his home country as a candidate for a judge's position at the International Tribunal for the Law of the Sea in Hamburg . However, he could not unite the necessary number of votes in any of the three ballots.

Awards

Barberán is both commander of the Order of Charles III. as well as the Order del Mérito Civil and the Order de Isabel la Católica . For his extensive work in the field of maritime law, he was also awarded the Grand Cross of the Order for Merit at Sea and he was awarded the French Order of Maritime Merit as a knight . In addition to an honorary doctorate from the Moscow State Linguistic University , Berberán was awarded the Russian Order of St. George by the Russian government .
