Pope Paul VI appointed him on September 18, 1972 titular bishop of Zama Minor and auxiliary bishop in San Sebastián. The Bishop of San Sebastián Jacinto Argaya Goicoechea donated him episcopal ordination on October 28 of the same year ; Co- consecrators were Francisco Peralta y Ballabriga , Bishop of Vitoria , and Antonio Añoveros Ataún , Bishop of Bilbao . He was then attacked as an "ETA priest", but only presented his pastoral work against the background of ETA and its emergence, its development into an armed terrorist group and its relationship with the PNV . He analyzed the struggle against the ETA, the role of the state, the repression, the victims and the situation of the ETA prisoners.

In 2018 he was recognized by the Sabino Arana Foundation for his life's work. In 2003 he received the Medalla de Oro de la Diputación de Gipuzkoa .
