Jose De Venecia "JDV" Jr. (born December 26, 1936 in Dagupan City ) is a Filipino politician .

Life

Professional and political career in the Marcos era

The son of a judge completed his education at Dagupan Elementary School and between 1947 and 1951 at De La Salle College High School of Dagupan City. He later entered the diplomatic service and was last from 1966 to 1969 Legation Councilor for Economic Affairs.

De Venecia began his political career in 1969 when he was elected for the first time as a member of the House of Representatives of the Philippines , of which he was a member until the imposition of martial law by President Ferdinand Marcos in 1972.

He then worked as an entrepreneur and was one of the first to send contract workers to the Middle East and Africa under contract work in the mid-1970s . He recruited more than 51,000 Filipinos for his companies and used them for port construction projects in Saudi Arabia , agriculture in Africa, housing construction and oil production in the United Arab Emirates . He was also the initiator of an oil and gas production program off the coast of Palawan during this time and was elected President of the Petroleum Association of the Philippines.

MP, party leader and speaker of parliament

Between 1987 and 1998 he was again a member of the House of Representatives and at the same time speaker of parliament from 1992 to 1998. In addition, he was from 1991 to 2008 chairman of the party Lakas Kampi CMD (Lakas-Kabalikat ng Malayang Pilipino-Christian Muslim Democrats).

During this time, President Fidel Ramos commissioned him to conduct peace talks with the National Liberation Front of the Moro (MNLF), which was securing the island of Mindanao from the Philippines, as well as with the military rebels of the RAM-SFP-YOU and the Partido Komunista ng Pilipinas- led guerrilla movement New People's Army (NPA).

After talks with the chairman of the MNLF Nur Misuari , mediated by the Libyan revolutionary leader Muammar al-Gaddafi in Tripoli , a peace treaty was concluded on September 2, 1996, which also led to the establishment of the Autonomous Region in Muslim Mindanao (ARMM), whose governor Misuari today is.

Furthermore, in 1992 he led the talks with the rebels within the army under the leadership of General Edgardo Abenina , Colonel Gregorio Honasan and Commodore Cabajate, which led first to a ceasefire and then to a final peace agreement in 1995.

In April 1997 he met the exiled leaders of the National Democratic Front and the New People's Army in the Netherlands , José María Sison and Luis Jalandoni .

He also met the first Christian politicians in the Philippines in November 1997 to groundbreaking peace talks with the chairman of the Moro Islamic Liberation Front (Moro Islamic Liberation Front, MILF), Hashim Salamat , and the military leaders of the MILF, Commander Murad.

In 1998 he ran for the office of President, but was defeated in the election on May 11, 1998, the previous Vice President Joseph Estrada , who received 46.4 percent of the vote. De Venecia was knocked off runner-up among the eleven candidates with 17.1 percent of the vote. After the election defeat, he retired from political life for a few years.

Since 2001 he has again been a member of the House of Representatives, where he represents the interests of constituency IV (4th District) of Pangasinan Province . Jose De Venecia was also again Speaker of the House of Representatives between 2001 and 2008.

In February 2008, Prospero Nograles followed him as Speaker of Parliament. In 2008 he succeeded him as chairman of the Lakas Kampi CMD.
