Prospero C. "Boy" Nograles (born October 30, 1947 in Davao City ; † May 4, 2019 ) was a Filipino politician . He was Speaker of the Philippine House of Representatives from 2008 to 2010 and represented a constituency in Davao at that time . He was the first speaker from Mindanao Island .

Life and political career

Prospero Nograles was born in Davao City in 1947 to Erico Nograles and Vicenta Castillo. After graduating from high school, Nograles studied political science at the Ateneo de Davao University , and after a Bachelor of Arts degree in this subject, followed a law degree , which he graduated with a Bachelor of Laws in 1971 . In the following years he worked as a legal advisor and attorney, taught as a professor of law at the University of Mindanao , and later also at the Ateneo de Davao University. He became a member of various legal associations, a. a. also the Integrated Bar of the Philippines bar association .

Politically, Nograles was active in the opposition to Ferdinand Marcos . From 1983 he worked on the finance committee of the Yellow Friday movement , which emerged after the assassination of opposition leader Ninoy Aquino , and in 1985 he joined the Cory Aquino for President movement, with whose support Corazon Aquino was elected President of the Philippines in 1986 . He served as Principal Legal Advisor to the Philippines Development Bank in 1986 and 1987, and was first elected to Congress in 1989 to represent the 1st District of Davao City . For the following legislative term he gave up his seat in Congress for an unsuccessful mayoral candidacy in Davao City, in which he was defeated by Rodrigo Duterte . In the following election in 1995 he was re-elected to Congress for a term from 1995 to 1998. In 1998 Nograles ran again for election as mayor of Davao City, but was again defeated by an opposing candidate, this time Benjamin de Guzman . In 2001 he was finally re-elected to Congress, and also for the following two legislative terms. In his fifth term as Congressman, he was elected Speaker of the House of Representatives on February 5, 2008.

In the elections in May 2010 , Prospero Nograles made a new attempt at the mayor's office of Davao City, but was now defeated by Sara Duterte-Carpio with a clear gap of over 200,000 votes.

Nograles was a member of the party "Lakas Kampi CMD" ( Lakas Kampi Christian-Muslim Democrats ). In 2005 he received from the University of Mindanao , the honorary doctorate awarded in the subject Law; in 2009 he received the same award in public administration from the Ramon Magsaysay Technological University in Zambales .

Nograles died in early May 2019 after a long illness at the age of 71.

Prospero Nograles was married to Rhodora Bendigo, who runs an art gallery in Mandaluyong City . He had two daughters and two sons with her. His son Karlo Alexei is also active in politics and was elected in 2010 to succeed his father as the representative for the 1st District of Davao City in Congress.
