Josef Kempný, who came from a family of miners, began studying engineering at the Brno University of Technology after attending grammar schools in Orlová and Přívoz , which he had to abandon due to the closure of the university during World War II . In the following years he worked as a construction worker and technician in Ostrava and joined the Communist Party KSČ ( Komunistická strana Československa ) as a member on June 1, 1945 . From 1948 to 1951 he was director of construction work in the Ostrava region , then director of construction work for central Slovakia in Zvolen and then from 1952 to 1954 director of Priemstav in Snina . In March 1954 he returned to Ostrava, where he became director of the Bytostav building cooperative . On July 1, 1964, Kempný Jan Buchvaldek dissolved as chairman of the Municipal National Committee of Ostrava and as such was mayor of the city until he was replaced by Zdeněk Kupka in 1968 . During his four-year tenure, he promoted housing construction, the expansion of the Poruba and Zábřeh nad Odrou districts into prefabricated housing estates, and mining in the Ostrava region. After the end of the Prague Spring , he became a member of the Central Committee of the Communist Party on November 17, 1968 and was a member of this body until December 20, 1989. At the same time, on November 17, 1968, he became secretary of the Central Committee of the Communist Party and a member of the Central Committee's secretariat for the first time. On January 1, 1969 he also became a member of the newly created Federation Assembly (Federální shromáždění) and belonged to the Chamber of the People (Sněmovna národů) until January 30, 1990. At the same time, he was elected to the Czech National Council (Česká národní rada) for the first time on January 1, 1969 and was a member of the parliament of the Czech Socialist Republic, the larger part of Czechoslovakia, until October 21, 1976.

Prime Minister of the Czech Republic and President of the Czech National Council

On September 29, 1969, Josef Kempný succeeded Stanislav Rázl as Prime Minister of the Czech Socialist Republic ( Kempný / Korčák government ) and held this office until January 28, 1970, when Josef Korčák succeeded him. In July 1972 he also became a member of the Presidium of the National Front (Národní fronta Čechů a Slováků) , which, as an umbrella organization, conveyed party politics in parties and mass organizations, nominated candidates for national and local elections and supervised the conduct of the elections.

On June 7, 1981, Kempný was again a member of the Czech National Council and belonged to it until January 8, 1990. At the same time he succeeded Evžen Erban in June 1981 and held the office of parliamentary president of the republic until his replacement by Jaroslav Šafařík on November 17, 1989. In this function he was also a member of the Presidium of the Federation Assembly. He has received several awards and received, among others, the Klement Gottwald Order (Řád Klementa Gottwalda) , the Order of Victorious February (Řád Vítězného února) and the Order of the Republic (Řád republiky) .

In 1990 he was expelled from the Communist Party KSČ.
