Julius Hieronymus Zollikofer was the son of Heinrich Laurenz Zollikofer von und zu Altenklingen (born October 23, 1686 in St. Gallen; † September 1, 1740 ibid) and his wife Margaretha, nee. Vautravers.

In 1752 he was judge and in 1759 guild master of the tailors in St. Gallen. From 1764 to 1783 he was councilor and during this time in 1766 marriage judge and conductor in the Rhine Valley . From 1766 to 1783, he was president of the Society for Notenstein and was 1770 Stuck Hauptmann ( Captain of Artillery ) and 1772 Counsel of the French Church in St. Gallen and 1774-1783 urban Seckelmeister .

In 1779 he took part as an honorary envoy in the Diet in Frauenfeld and in 1780 as an honorary envoy in Baden . In 1781 he was a deputy at the Diet in Solothurn when it came to the Swiss privileges in France .

In 1783 he was elected former mayor , imperial bailiff and mayor and held this office alternately with Hans Joachim Bernet and Hans Joachim Steinmann and from 1793 alternately with Paulus Züdlin and Caspar Steinlin until 1795.

In 1780 Johann Martin Reutiner (1758–1816) opened a bookstore in St. Gallen, which also had a reading library attached. However, he had to give up his business again in 1787 because he lost his citizenship and his trading license due to his conversion to the Catholic faith. This prompted Julius Hieronymus Zollikofer, together with his son-in-law Conrad Fehr, David Gonzenbach (1738-1810), Sebastian Kunkler (1740-1814) and the doctor Caspar Wetter (1750-1796) to found a new bookstore. They formed a consortium and bought Martin Reutiner's stock of books. The bookbinder Jakob Huber (1748–1805) took over the management, the company was named Huber und Companie , which it kept when in 1793 Conrad Fehr ran the bookstore alone. His son Johannes Fehr (1779–1838) took over his father's bookstore, which remained in the family until 1975 and was renamed Fehr'sche bookstore from 1886 .

Julius Hieronymus Zollikofer was in his first marriage since January 16, 1742 with Elisabeth (* April 2, 1722 in Bischofszell ; † unknown), daughter of Hans Jakob Zwinger (* May 24, 1678 in Bischofszell; † April 2, 1730 ibid), Businessman, married. They had three children together:
