August Heinrich Julius Anton (Andreyevich) of Hagemeister ( Russian Юлий (Юлиус) Андреевич фон Гагемейстер ; born July 11 . Jul / 23. July  1806 greg. In Old Drostenhof, Livonia , † April 23 jul. / 5. May  1878 greg. in Riga ) was a German Baltic - Russian economist .

Life

Hagemeister , son of Hofrat Heinrich von Hagemeister and his wife Juliane Beate nee von Maydell , graduated from high school (1820-1823) and then began studying economics at the University of Dorpat , which he graduated in 1825 with the silver medal. In 1828, after completing his apprenticeship , he received his doctorate as a candidate in economics .

In 1829 Hagemeister entered the civil service and worked in the 3rd Department of the Senate Administration in St. Petersburg . In 1830 he came to the second division of the Imperial Chancellery for the codification of laws. In 1832 he received the Demidov Prize for his study of the finances of ancient Russia until 1462 (published in 1833). In 1833 he came to the city governor of Odessa . In 1834 he became an official with the Governor General of New Russia for special orders in the field of trade and industry . He was always committed to free trade . In 1836 he traveled to Asia Minor to study the trade there.

In 1837 Hagemeister moved to the Ministry of Finance and headed the journal for manufactories . In 1839 he prepared the Russian trade exhibition in St. Petersburg and then went to Berlin as a manufacturing agent for the Ministry of Finance . In 1844 he was transferred to the Commercial Department of the Administration of the Governor of the Caucasus , traveled to large parts of the country and became a Real Councilor of State (4th class ). In 1848 he became a member of the Council of the Domain Ministry in Tbilisi .

In 1852 Hagemeister returned to St. Petersburg. He wrote a tax theory for application to the state economy and carried out statistical studies of the economy, geography and society of Siberia for the Siberia Committee . He was also involved in the work of other committees. In particular, he was involved in the examination of the reform projects of the Livonian knighthood for the peasants, especially since he took a lively part in the peasant liberation . Hagemeister became a corresponding member of the Society for History and Archeology in Riga (1851) and a member of the Academy of Sciences in St. Petersburg (1855). With others he developed the concept of state banks in Russia and helped to found them. In 1858 he became director of the finance ministry's credit bureau (under the new finance minister Alexander Maximowitsch Knjaschewitsch ) and Privy Council (3rd class).

In 1860 Hagemeister became State Secretary. In 1861 he received a gold medal for the creation of documents for the peasant reform of 1861. In 1862 he became a senator and a member of the fourth department of the Senate, whose meetings he chaired from 1876 onwards. He wrote a number of papers on the history of the development of the Russian economy.
