Karl Dugend

Karl Jakob Christian Dugend (born June 20, 1847 in Oldenburg ; † March 5, 1919 ibid) was a German administrative lawyer and from 1906 to 1918 President of the Regional Administrative Court of Oldenburg .

biography

Dugend came from a family of pharmacists that had lived in Oldenburg since the 17th century. He himself was the son of the pharmacist Karl Dugend (born January 9, 1822, † November 28, 1865) and his wife Marie geb. Harbers (born August 16, 1825 - December 3, 1904). He attended grammar school in Oldenburg and studied law at the universities of Jena and Berlin from 1866 to 1869 . During his studies in 1866 he became a member of the Germania Jena fraternity . In 1873 he entered the Oldenburg civil service.

Initially he was employed by the offices of Delmenhorst , Oldenburg and Cloppenburg as well as by the city council of Oldenburg and in 1876 was assigned to the Department of the Interior. Dugend quickly made a career. In 1879 he was Amtshauptmann in Elsfleth and took five years later the management of the Office Vechta . In 1888 he became a lecturer in the Department of the Interior and from 1895 to 1906 he was also the chairman of the Evangelical High School College. Since the turn of the century, his activities have focused on the introduction of administrative jurisdiction , which the state parliament decided on January 19, 1900. Dugend did the main work in the commission set up by the government for this project, which he soon chaired. In his drafts, which were closely based on the Prussian model, he tried to find a compromise between the sometimes differing views of the government and the state parliament. The law adopted in 1906, which represented a significant advance in the development of German administrative jurisdiction, is essentially his work. On December 1, 1906, he was appointed President of the newly established regional administrative court under the new law. In this office, which he held until June 1, 1918, he was also able to ensure the practical implementation of the law. His successor was Johannes Meyer-Ellerhorst until 1924.

Private

Dugend married Helene Hermanna Sophie born on June 20, 1877. Heumann (1857-1919), the daughter of the Upper Chamber Council and later Oldenburg Finance Minister Peter Heumann (1823-1902). Of the couple's four children, Eugen (1879–1946) also became President of the Oldenburg Administrative Court and Emma Charlotte (1889–1933) became an opera singer .
