The Kauaʻi County is a county in the state of Hawaii in the United States of America . It includes the islands of Kauaʻi and Niʻihau and the uninhabited smaller islands of Lehua and Kaʻula . The county has 58,463 inhabitants (2000 census) on an area of 3,280 square kilometers. The county seat is Lihuʻe . The county has three National Wildlife Refuges : Hanalei National Wildlife Refuge , Huleia National Wildlife Refuge, and Kīlauea Point National Wildlife Refuge . On the island of Kaua'i are the four National Historic Landmarks Cook Landing Site , Old Sugar Mill of Koloa , Russian Fort and Wailua Complex of Heiaus . There are 34 other structures and sites in Kauaʻi County that are on the National Register of Historic Places .
