Cornelis "Kees" Boertien (born July 26, 1927 in Enschede , Overijssel province ; † May 30, 2002 in Vlissingen , Zeeland province ) was a Dutch lawyer and politician of the Anti-Revolutionaire Partij (ARP) and most recently the Christian Democratisch Appèl , the Intermittently, he was a member of the Second Chamber of the States General for nine years , a member of the European Parliament and between 1971 and 1973 was a minister without portfolio responsible for development cooperation in the cabinet of Prime Minister Barend Biesheuvel . Life

Studies and professional career

After attending secondary school in 1943, Boertien began working in the office of a printing company in Zwolle and also attended evening school there to obtain a high school diploma. In 1946 he began studying Dutch law and Indian law at the Rijksuniversiteit Utrecht , which he graduated on December 13, 1952. To finance his studies, he worked again in the office of a printing company in Zwolle between 1946 and 1947 and then from 1947 to 1952 as a student trainee at an insurance company in Utrecht .

After completing his studies, Boertien became deputy secretary of the Dutch Institute for Tax Advisors NIVA (Nederlands Instituut van Accountants) in 1952 and worked there until September 1, 1960, before becoming a company lawyer at NV between September 1, 1960 and October 1, 1965 Philips Gloeilampenfabrieken in Eindhoven . Boertien began his political engagement with the Anti-Revolutionaire Partij (ARP) at the end of the 1950s and was initially vice-chairman of their student association ARJOS (Anti-Revolutionaire Jongeren Study Club) between 1958 and 1962 and at the same time a member of the board of the ARP constituency association Diemen and until 1960 at the same time member of the central committee of the ARP constituency associations.

Shortly before leaving Philips, he was elected as a candidate for the ARP on May 18, 1965 for the first time as a member of the Second Chamber of the States General and was a member of it until July 6, 1971. At the same time, as a representative of the States General, he also became a member of the European Parliament, to which he belonged between May 8, 1967 and July 6, 1971. During his membership in the European Parliament he was also Vice-Chairman of the Christian Democratic Group .

Minister and Commissioner to the Queen

Prime Minister Barend Biesheuvel appointed Boertien on July 6, 1971 as Minister without Portfolio with responsibility for development cooperation in his cabinet. He held this ministerial office until the end of Biesheuvel's tenure on May 11, 1973.

In the meantime, he was re-elected to the Second Chamber of the States General on December 7, 1972, where he represented the interests until March 7, 1973. After leaving the government, he was again a member of the Second Chamber on May 28, 1973, which he belonged now until January 16, 1975. Within the ARP he was also active as chairman of the study commission on war and peace and as chairman of the joint working group with the Katholieke Volkspartij (KVP) to prepare an initiative proposal for abortion . On June 8, 1973, he was awarded the Knight's Cross of the Order of the Dutch Lion for his longstanding services .

After Boertien was appointed Commissioner of the Queen (Commissaris van de Koningin) in the province of Zeeland by Queen Juliana on December 13, 1974 , he resigned his mandate on January 16, 1975 and took over the office of highest official in this province, which he until August 1, 1992. During this time, from June 20, 1975 to March 23, 1976, he was also a member of the commission for the preparation of the CDA election campaign program “Not from bread alone” ( Niet bij brood alleen”) for the 1977 parliamentary elections.

For his many years of service as Commissioner of the Queen, Boertien was first appointed Commander on April 29, 1982 and then Grand Officer of the Order of Orange-Nassau on May 25, 1992 . In addition, he was honored with the Reichspolizei Prize (Rijkspolitie Award) in November 1988 .
