Kemalpaşa is a small town and administrative seat ( Merkez ) of the district of the same name in the northwest of the Artvin province . The district was formed on August 25, 2017 as the last district in the entire country by splitting off from the neighboring district of Hopa . The district town unites 68 percent of the district's population. The city is located directly on the Black Sea , 32 kilometers (as the crow flies) northwest of the provincial capital Artvin . It is about ten kilometers to the south-east to the next district town, the coastal town of Hopa.
The district ( İlçe ) borders on the districts Borçka in the east and Hopa in the south. In the north, the state of Georgia forms the border. In addition to the district town, the district also consists of twelve villages ( Köy ) with an average population of 255 inhabitants. Köprücü (Muhtar: Birol Yilmaz ) is the largest with 539 inhabitants.

From the end of 2017 to the end of 2018, the population of the district increased from 8,786 to 9,537 inhabitants, in the same period the population of the district town rose from 5,166 to 6,482.
