The city ​​of Bassum is a unified municipality in the Lower Saxony district of Diepholz with 15,964 inhabitants.

Community elections have been held regularly in Bassum since the creation of the Weimar Republic , but it was only since 1924 that there were records of the election for community council. Since 1996 the mayor has also been directly elected by the population.

The election was primarily a direct election , 12 of the 15 seats could be directly elected, these were all filled by candidates from the list of independents. Reserve lists were used for the other three seats. Since the Independent had not submitted a reserve stock, only the lists of the SPD and KPD could be taken into account. The SPD's list for the other seats only included two candidates, so that the last seat, after consulting Hanover, went to the KPD.

The councilors were elected for different terms of office, so four were elected until 1947, four until 1948 and seven until 1949. In the next local election, however, all seats were filled again according to a new local electoral law.

The strongest party was the German Party , which emerged from the German-Hanoverian Party in the pre-war period. The Social Democratic Party of Germany was the second strongest party and was able to win 27.67 percent. Results

As in many municipalities in Lower Saxony, the CDU, DP and FDP competed in Bassum with a common list. While these three parties together achieved 67.50 percent in 1952, the joint list only came to 41.88 percent. The second strongest force was the SPD with 30.41 percent, a slight gain compared to 1948. The BHE and the DRP competed in Bassum for the first time. While the BHE reached 20.86 percent with its program, which was primarily aimed at the expellees, the German Reich Party, which was a successor to the Socialist Reich Party, which was banned in 1951, jumped to 6.85 percent.

Although the SPD received the most votes, the DP received one more seat due to the electoral system of list and person votes. The Social Democratic Party of Germany was the strongest party with 36.97 percent. The German party achieved over five percent fewer seats - but also six seats . The Christian Democratic Union of Germany had not started in 1956 and now reached 19.25 percent. The all-German Bock / Federation of Expellees and Disenfranchised lost over ten percent and only came to 9.64 percent and lost one seat, the Free Democratic Party recorded slight increases, but still did not get a seat.

On June 9, 1974, the Bassum city council was re-elected because the old town of Bassum had merged with 15 other communities to form the new town of Bassum; the number of those eligible to vote had almost doubled compared to 1972. The number of those to be elected had changed accordingly; in 1972, 19 councilors were elected, but now 31 were elected. The CDU, the SPD and the FDP had submitted nominations for both electoral districts. Electoral District I comprised the old town of Bassum and Electoral District II the 15 previously independent surrounding communities.

initial situation

After the local elections in 2006, the parliamentary groups of the SPD and CDU founded a council group which, with 20 out of 30 seats, had a two-thirds majority in the Bassum city council. On January 19, 2013, Claus Marx announced that he was leaving the SPD parliamentary group, thus losing a seat on the administrative committee. The Social Democrats responded to the exit with a statement. Claus Marx founded a council group with the green Rainer Dambroth.

Parties

In their election manifestos, the parties write that they want to expand the kindergarten and crèche places and maintain the elementary schools, the new high school should also be unanimously supported, with the Greens and the SPD also criticizing the model and favoring a comprehensive school.

CDU: In its election program, the CDU relies on the continuation of good projects such as the indoor swimming pool, expansion of renewable energies and support for agriculture. The Christian Democrats want to support the volunteers in Bassum with a "volunteer card" and association funding, as well as weaken the demographic change through cheap building plots.

SPD: When it comes to club sponsorship, the SPD particularly emphasizes sport and culture in order to promote “body and mind”, but also to “form community”. Inclusion and integration should take place in all areas of the city, and the SPD also focuses on energy saving and renewable energies.

BB: The citizens' bloc is largely aiming to continue the previous policy. They bet on debt reduction, continued support for the zoo, indoor and outdoor pools, primary schools and sports fields. Greens: At the “Political Stammtisch for young and old”, the previous representative of the Greens in the city council, Rainer Dambroth, said that he wanted to run for the Greens together with Klaus Pajenkamp. The city council election in Bassum took place on September 11, 2011, with electoral lists from the CDU, the SPD, the civic block, the Greens and the Left, as well as the individual applicants Dambroth. The election was a major defeat for the citizens' bloc, which lost over eight percent. The electoral community had to forfeit three council seats and two mayor. The SPD and the CDU each had to surrender one seat compared to the last election, the Greens, on the other hand, were able to gain four seats and Peter Faßbinder was able to win one seat for the left for the first time.

Mayoral election 2014

initial situation

On June 18, 2013, Mayor Wilhelm Bäker announced that he would not run again after two terms. In an interview with the Kreiszeitung newspaper , Wilhelm Bäker explained that for him "the relationship of trust between parts of the council and the mayor has been disturbed".

Candidates

On October 25, 2013, Bernadette Nadermann announced that she would run as a single candidate for mayoral election. Bernadette Nadermann has been First Councilor in Bassum since January 1st, 2008.

In January 2014, Claus Marx from the Bürger-Block declared that he wanted to run for the office of mayor, also as a single applicant. Claus Marx came to the Bassum city council in 2006 via the SPD's list and left the SPD parliamentary group and the party in 2010; he remained as a non-party member of the city council and founded a council group with Rainer Dambroth (Greens). In 2011, Marx ran on the list of the citizens' bloc, but was not elected to the Bassum city council.

In February, Christian Porsch, also from the Citizens' Block, declared that he would run as a single applicant. He has been a city council member for the civic bloc since 2001 and parliamentary group chairman since 2011.

On January 20, 2014, the annual general meeting of the CDU decided to accept the proposal of the city association's executive committee and to nominate the deputy mayor and CDU parliamentary group leader Cathleen Schorling as candidate for mayor.

The local association of the SPD, the local association of the Greens and the citizen block spoke out in favor of none of the candidates.

Results

The first round of the 2014 mayoral election took place in Bassum on May 25, 2014. The previous deputy mayor Cathleen Schorling ran for the CDU, the first town councilor Bernadette Nadermann, the parliamentary group leader of the civic bloc Christian Porsch and the former city council member Claus Marx ran as independent candidates. In the runoff election on June 15, Christian Porsch was elected mayor, his term of office begins on November 1, 2014.

initial situation

Of the 30 council members elected on September 11, 2011, eight resigned due to death or resignation; the size of the parliamentary groups has not changed (as of May 22, 2016). No groups were founded in the 2011–2016 council period, so that no majority coalition was formed.

During the council period, the primary school structure, the fire brigade planning, the designation of special areas for wind turbines and a new retail report in particular caused long and controversial discussions.

Parties

CDU: After the state elections in 2013, in which Volker Meyer was elected to the state parliament, and the mayoral election in 2014, in which the CDU candidate clearly missed the runoff, some posts were filled in the CDU city council and in the CDU city association.

In the local elections on September 11, two directly elected council members, council chairman Rolf Lahmeyer and the candidate with the best result in 2011, Helmut Zurmühlen, will not run again for the CDU, two other directly elected council members have already resigned.

SPD: As early as the beginning of 2015, the SPD took its position with the fifth edition of the Spiegeroog resolutions.

Citizen Block: With its municipal political concept, the Citizen Block has continued the line of the previous elections, it calls for private investments and urban investment in roads and cycle paths.

Greens: The Bassum Greens went to the press with their candidates at an early stage; in addition to the current council members, two other members will be candidates.

Die Linke: Council member Peter Faßbinder has announced that he will submit a list with other supporters. On June 24th, the district association of the party Die Linke passed a list for the Bassum city council that includes three other candidates in addition to Faßbinder.

Helmut Zurmühlen , elected to the council with the best result in 2011 and mayor of Bramstedt, has announced that he will not run the CDU, whether as an individual candidate or with a list he has so far left open.
