Electoral system

The municipal elections in Saxony are carried out according to the principle of proportional representation with open lists (Section 21 KomWG). There is the possibility of accumulating and variegating - several votes per candidate can be cast and votes can be distributed over several lists. The voters have three votes for each of the elections, for example for the election of the district council (§ 15 KomWG). A threshold clause does not exist, but the D'Hondt procedure is used for the allocation of seats , which disadvantages smaller parties (Section 21 KomWG).
