Kou-Kamma , also Koukamma ( English Koukamma Local Municipality ) is a local community in the Sarah Baartman district of the Eastern Cape Province of South Africa . The seat of the municipal administration is in Kareedouw . Mayor is Mpumelelo Samuel Vuso.

The community name is derived from the Kouga Mountain and Tsitsikama Mountain ranges .

In 2011 the community had 40,663 inhabitants. 59.8% of these were colored , 30.6% black and 8.6% white. The mother tongues were 73.5% Afrikaans, 19.9% IsiXhosa and 2.6% English.
