Kouga ( English Kouga Local Municipality ) is a local municipality in the Sarah Baartman district of the Eastern Cape Province of South Africa . The local government is based in Jeffreys Bay . Mayor is Horatio Hendricks.

There are contradicting statements about the meaning of the community name, either derived from the Khoikhoi term for "rich in hippos" or derived from "blue wildebeest ". In both cases it is a corruption of an indigenous term that cannot be pronounced for European immigrants. It is also recorded that in the 18th century there lived a Khoikhoi chief named Kouga, who died in the course of a smallpox epidemic in 1713 and whose successor was also called Kouga.

In 2011 the community had 98,558 inhabitants. Of these, 42.6% were colored , 38.8% black and 17.6% white. The mother tongues were 58.4% Afrikaans, 29.9% IsiXhosa and 6.4% English.
