The district fire inspection is an almost exclusively voluntary management instance in the Bavarian fire service at district level and forms the direct interface between the district administrative authority and the fire services. The central legal basis is the III. Section of the BayFwG and the AVBayFwG. In Bavaria the term does not appear in the law, but in the enforcement notice (VollzBekBayFwG). The term "Kreisbrandinspektion" or "Stadtbrandinspektion" (in independent municipalities) is also used in Hesse .

In urban districts , this is referred to as the city fire inspection, analogously there is a city fire council, city fire inspector and city fire chief. In large district towns the commander is referred to as the town fire inspector, his deputy as the town fire chief.

It forms the upper fire brigade management level in a district, so it is part of the internal management or administration of the fire brigade. In Bavaria there is no further internal management level above the district or city fire inspections, as is the case in other federal states. The terms "Kreisbrandrat", "county fire Inspector" and "Kreisbrandmeister" are not as classic ranks to understand but also function names. Each of these “special leadership ranks” continues to retain the rank of their home fire brigade, only these rank badges are no longer worn visibly on the uniform , but are replaced by the function badges. In addition to inspecting the fire brigades, the district fire inspection also has the task of ensuring uniform training, drawing up alarm plans, advising the fire brigades and authorities, deepening cooperation with other emergency services and other disaster control organizations, performing performance tests and, if necessary, the operations management to take over during operations. Operations management is usually taken over if the commander or the respective unit commander at the site of the damage so wishes, if the size of the damage situation makes this necessary or if there are other compelling reasons. For this reason, the "special command ranks" are always alerted to major missions in their area.

The district fire councils and district fire inspectors often also take on the office of " Local Operations Manager (ÖEL)" in disaster operations. Then they have attended the advanced training at the State Fire Brigade School Geretsried and may have already been "named in advance" by the district offices, i.e. In other words, they can already exercise this function in the event of damage before the main administrative officer (HVB) together with the disaster control management group (FüGK) has been able to determine the disaster or at least the need for the use of the ÖEL.

Since disaster control in Bavaria is very closely linked to the fire brigades, the management of special disaster control units is often the responsibility of fire brigade managers. In many cases, these are also included in the district fire inspection.
