The council of the Hanseatic City of Lübeck sanctioned the introduction of the Reformation in Lübeck at the beginning of 1531 with the adoption of the new church order by Johannes Bugenhagen . Since not all councilors were satisfied with the decision to join the Schmalkaldic League , which had come about under pressure from the citizens' committee of 64 , the mayors Nikolaus Brömse and Hermann Plönnies , who had remained Catholic, left the city at Easter 1531. Since, in addition, some councilors had died in previous years without their seats being reassigned, the citizens' committee under Jürgen Wullenwever, with reference to an alleged mandate from the city's founder, Heinrich the Lion, added 24 members to the council. This did not take place, as is usually the case, through appointment by the other council members by way of self-supplementary elections, but Mattheus Packebusch , the oldest of the remaining mayors, had to draw seven out of nine lots in August, on which the names of advisable committee members were. These new gentlemen were therefore called "note gentlemen". After a long discussion as to whether the escaped Brömse and Plönnies should still be regarded as mayors, Gotthard III. von Hoeveln and the newly elected Gottschalck Lunte were appointed new mayors.
