The State Agency for Coastal Protection, National Park and Marine Protection Schleswig-Holstein LKN.SH is one of the executive bodies of the Ministry for Agriculture, Environment and Rural Areas (MLUR) of the State of Schleswig-Holstein . In 2008 it replaced the Office for Rural Areas (ALR) .

The state company in the legal form of a state office as a state higher authority is a subordinate authority of the Ministry for Agriculture, Environment and Rural Areas (MLUR) of the State of Schleswig-Holstein. To carry out its tasks, the LKN.SH maintains, among other things, the research vessel Haithabu .

history

The LKN.SH is made up of parts of the former offices for rural areas Husum (ALR Husum), Kiel (ALR Kiel) and Lübeck (ALR Lübeck), the State Office for the Schleswig-Holstein Wadden Sea National Park (National Park Office - NPA), the National Park Service gGmbH (NPS gGmbH) and the water management parts of the State environmental agencies Schleswig (StUA Schleswig) and Itzehoe (StUA Itzehoe) emerged.

With the restructuring, the then CDU / SPD state government introduced budget planning that implemented the option of building reserves, the use of commercial accounting ( double ) and evaluative controlling. It was also hoped that synergy effects could be achieved through the joint use of infrastructure and operating resources, in the quantitative hydrological measurement and observation service for coastal waters, inland waters and groundwater, in combating marine pollution with a central team, and in planning and implementing construction measures and operating coastal protection systems.

Tasks and responsibilities

The regional operations are divided into five business areas, the employees of which are spread across 37 locations. The headquarters of the state company is Husum ; There are branches in Itzehoe, Kiel and Tönning . Other locations are the five construction companies of the LKN.SH in Niebüll , on Nordstrand , in Meldorfer Hafen, in Itzehoe and in Kiel, as well as building yards and storage areas as well as information centers ( Multimar Wattforum and others).

As the lower coastal protection authority, LKN.SH is responsible for monitoring the condition of the coastal protection systems. It carries out hydrological measurements in coastal waters as well as in inland waters and groundwater measuring points. The LKN.SH is responsible for the planning approval or planning approval of plants in the coastal area, unless the responsibility of the highest coastal protection authority (ministry) is given. The LKN.SH also conducts the consultation process in the proceedings of the highest coastal protection authorities. The state company takes care of the construction and maintenance tasks on the state protection dikes, the regional dikes and the structures in these dikes. In the case of state funding for coastal protection projects, the LKN.SH takes over the examination of the profitability and appropriateness of the proposed projects.

The Schleswig-Holstein Wadden Sea National Park is one of 15 national parks in Germany and the largest between the North Cape and Sicily. It is one of the most bird-rich areas in Europe and its salt marshes are home to hundreds of plant and animal species that can only be found in this habitat.

Ports

Ports, shipping and waterways play a central role in Schleswig-Holstein. Around 25 percent of German shipping companies are based here. Ferry and freight lines, in particular from Kiel, Puttgarden and Lübeck, open up the entire Baltic Sea region. These nationally important ports serve the increasing traffic to the Nordic countries , the Baltic States and the Russian Federation.

LKN.SH operates the state-owned ports in Husum, Büsum , Tönning, Friedrichskoog , Glückstadt and Friedrichstadt on the North Sea coast. These small ports mainly serve the regional economy as well as the excursion traffic and the supply of the islands and Halligen.

Water management

Schleswig-Holstein is the only German federal state between two seas: on the North and Baltic Seas, it has a total coastline of around 1200 kilometers. The length of the streams and rivers adds up to about 30,000 kilometers. There are also 300 lakes and 55 near-surface groundwater bodies.

The hydrological measuring and observation service measures water levels, swell and currents at more than 1,600 measuring stations across the country on the coasts and inland. Changes in the coastal area are detected with four survey vessels and by flights with laser scanning technology or by measuring teams. With the help of the data obtained, coastal protection concepts are developed.

A large amount of data is recorded nationwide and made available in information systems for further use. This is also intended to be able to provide timely and reliable warnings of storm surges and floods. The LKN calculates and models dyke heights, structural changes in the beach and seabed are determined, and long-term changes in sea levels and the frequency of storm surges are determined.

politics

The merger of the various authorities in 2008 was accompanied by internal discussions about the new role of the departments within the LKN.SH. The National Park Office, which was dissolved in the LKN.SH, feared for political independence in matters of nature conservation, especially due to conflicts of interest with coastal protection.
