From 1856 onwards, the Leipzig entrepreneur Karl Heine industrialized parts of the Plagwitz, Lindenau and Kleinzschocher districts with the connection to the Prussian-Saxon railway, amelioration of marshland and construction of the navigable Karl-Heine Canal with connection to the White Elster . From 1888 to 1945, the Leipzig Westend construction company founded by Karl Heine was responsible for the structural development of the west of Leipzig.

Before 1990, the west of Leipzig was the location with the highest inner-city industrial density in Europe. With the liquidation of almost all local industrial companies by the Treuhandanstalt , which began in 1990, many industrial plants, some of them from the Wilhelminian era, were orphaned. From the 2000s onwards, private initiatives by architects, designers and artists created art quarters , offspaces and art galleries.

The resettlement began with the revitalization of brownfield sites and the Karl Heine Canal as part of the Expo 2000 , often financially supported by funding programs from the state of Saxony , Germany and the EU .

The west of Leipzig is considered to be the new cultural and creative nucleus of Germany with a high level of international attraction for students, creative people, innovative companies and young families. Plagwitz and Lindenau were the districts with the strongest population growth in Leipzig in 2012/13 (6.5 and 6.1 percent per year, respectively). The west of Leipzig was defined by the city as a support area for urban renewal . Funding is provided by the European Regional Development Fund (ERDF) and the European Social Fund (ESF).

Relocation pressures

Since 2016 there has been a public debate about the pressure to relocate ( gentrification ) on creatives and artists in the west of Leipzig. In February 2017 the protest platform "Westwerk rescue" organized a demonstration for the cultural preservation of the Westwerk.
