Libran Nuevas Cabactulan (born February 20, 1950 in Sagay , Camiguin ) is a Filipino diplomat who was ambassador to the United Arab Emirates between 2004 and 2009 and permanent representative to the United Nations in New York City from 2010 to 2015 .

Life

After attending school, Cabactulan began studying political science at the University of the Philippines (UP), which he completed with a bachelor's degree (BS Political Science). A subsequent postgraduate studies he finished in political science at the UP with a master (MS Political Science) and acquired there also a certificate in professional development economy. He also received a diploma for trade policy by the Secretariat of the General Agreement on Tariffs and Trade GATT (General Agreement on Tariffs and Trade) in Geneva . After completing his studies, he initially worked as an economist at the National Economic and Development Authority ( NEDA ) in Manila before joining the Department of Foreign Affairs . In the course of his diplomatic career, he worked at the consulate in Sydney , the embassy in Belgium , the permanent mission to the United Nations in Geneva and from 1986 to 1990 for the first time at the permanent mission to the United Nations in New York City. He was also special assistant and chief special assistant to the Foreign Minister.

Between 1995 and 2000, Cabactulan was again at the Permanent Mission to the UN in New York City and later in the State Department as Administrative Director of the Consular Affairs Unit and Administrative Director of the Unit for the United Nations and other international organizations. Temporarily he was chairman of the Group of 77 Developing Countries and the People's Republic of China in negotiations on economic and related matters at the UN General Assembly , the United Nations Economic and Social Council , the UN Commission on Sustainable Development , the UN Population Commission United Nations Children's Fund UNICEF and the UN Development Program .

In 2004 he took over the post of Ambassador to the United Arab Emirates and held this position until 2009, before he was Assistant Secretary for Disarmament and Non-Proliferation at the Ministry of Foreign Affairs. On April 29, 2010, as the successor to Hilario Davide, Jr., he presented his letter of accreditation as Permanent Representative to the United Nations in New York City to UN Secretary General Ban Ki-moon . He remained in this post until his replacement by Lourdes O. Yparraguirre on April 22, 2017.

Cabactulan is married and has two children.
