Ludwig Lothar Steuer (born December 31, 1893 in Kreuznach ; † May 20, 1957 in Düsseldorf ) was a German lawyer , administrative officer and politician ( DNVP , later DKP-DRP , FDP ).

Life and work

After graduating from primary school and attending grammar school in Bad Kreuznach , Steuer studied law and political science as well as economics at the universities in Bonn and Heidelberg . He took part in the First World War as a soldier from 1914 to 1918 , was promoted to lieutenant in the reserve in 1916 and was awarded both Iron Crosses during the war . Since 1919 he was a member of the Freikorps . In 1929 he took over the editing of the German self-government . From 1940 to 1945 he took part in the Second World War as a soldier . After the end of the war he worked as an official in the local government.

Political party

Steuer joined the DNVP in 1919 and in the same year became the party's managing director in Hofgeismar and Kassel . From 1921 he was the state manager of the German National for Hessen-Nassau . He also joined the Stahlhelm in 1926 . After 1945 he was one of the founders of the DKP-DRP .

In the negotiations of the DKP-DRP with the German party and the Hessian National Democratic Party on July 1, 1949 about a joint election for the 1949 federal election , Steuer took part for his party together with Wilhelm Jaeger , Eldor Borck , Ludwig Schwecht , Leonhard Schlueter and Adolf von Thadden part. Although the plans had advanced quite far, they ultimately failed. The reason was the declaration by the British military government that a merger party would not receive a license and would therefore not be able to run for election.

When the Lower Saxony regional association of the DKP-DRP merged with the NDP to form the DRP in 1950 , taxes remained with the minority who continued the party as national rights . In 1954 he joined the FDP like most of the remaining NR members .

MP

Steuer was a city ​​councilor in Kassel from 1924 to 1933 . In 1924 he was elected to the Prussian state parliament, to which he belonged until 1933. From 1933 to 1938 he was a member of the German Reichstag and a guest of the NSDAP faction there.

Steuer was elected in 1950 as a representative of the national right via the state list of free democrats in the North Rhine-Westphalian state parliament, to which he belonged until his death. He was initially a guest of the FDP parliamentary group, to which he transferred on January 24, 1954 and as its deputy chairman he served from July 1954 to April 1955. From July 1954 to May 1957 he was second vice-president of the state parliament.

Public offices

Steuer was city councilor in Kassel in 1933/34 and has been mayor of Bocholt since 1935 .
