The Luga ( Russian Луга , Finnish Laukaa , Laukaanjoki , Votisch Laugaz ) is a river in Novgorod Oblast and Leningrad Oblast in the Russian federal district of northwestern Russia .

It rises around 20 kilometers north of Novgorod , flows through a sparsely populated area, passes the cities of Luga and Kingissepp and after 353 kilometers flows into the Gulf of Finland in the Baltic Sea near Ust-Luga .

This makes it the westernmost Russian river that flows into the Gulf of Finland. The next western river is the border river Narva .
