Margaret Rosalind Delacourt-Smith, Baroness Delacourt-Smith of Alteryn , b. Hando , JP (born April 5, 1916 in Newport - † June 8, 2010 ) was a British politician and member of the Labor Party .

Life

Delacourt-Smith was born Margaret Rosalind Hando as the daughter of Frederick James Hando. Her father was a school principal , a writer and was also an artist. Her family lived in Newport , Monmouthshire , Wales . Delacourt-Smith attended Newport High School for Girls in her hometown. She studied from 1934 Modern Languages with emphasis French at St Anne's College of Oxford University . There she earned a Bachelor of Arts and in 1937 a Master of Arts . She later worked as a teacher .

Delacourt-Smith was 1962-1965 Councilor ( Councilor ) in the district Royal Borough of Windsor and Maidenhead . From 1962 to 1967 she held the office of Justice of the Peace .

Margaret Delacourt-Smith was a member of social and cultural organizations. She was particularly involved in the Fabian Society . Delacourt-Smith also earned merit through her involvement in the reform of the penal system in Great Britain .

She was raised to Life Peeress on July 5, 1974, in particular in recognition of her work in the context of prison reform, with the title Baroness Delacourt-Smith of Alteryn , of Alteryn in the County of Gwent , and thereby a member of the House of Lords . Its official inauguration took place on July 16, 1974. In the House of Lords, it sat for the Labor Party. She gave her inaugural address on October 30, 1974.

In her inaugural address, Delacourt-Smith referred to several proposed bills. She commented on the Report of the Committee of Inquiry on working conditions in the construction sector and civil engineering, which was presented to Parliament by the economic historian Henry Phelps Brown . Delacourt-Smith supported the report. In particular, she criticized the subcontracting system prevailing in the construction sector , the insecure working conditions of construction workers, complained about their lack of training and qualifications and called for an improvement in working conditions on construction sites. In the second part of her inaugural address, Delacourt-Smith spoke about the housing shortage and the housing situation. She saw the improvement of living conditions as one of the most pressing challenges of the 20th century. In particular, it is the responsibility of society and the government to provide housing for newlywed couples, immigrant families and single mothers.

She had been on permanent leave since April 29, 2002 due to a leave of absence granted by the House of Lords . At the opening of parliament at the beginning of the new session on May 25, 2010, Delacourt-Smith did not announce another leave of absence. On June 14, 2010, the Lord Speaker of the House of Lords, Baroness Hayman , officially announced the death of Delacourt-Smith in the House of Lords.

Margaret Delacourt-Smith was married to George Delacourt-Smith, Baron Delacourt-Smith from 1939 until his death in 1972 . During this time she carried the courtesy title of Baroness Delacourt-Smith . In 1978 she married Professor Charles Stuart Blackton for the second time and took the married name Blackton. She lived with Charles Stuart Blackton for some time in the United States , but later returned to Great Britain, where she lived mainly in London .
