Markus Schreiber , b. Piske (born June 9, 1960 in Hamburg ) is a German politician ( SPD ) and former civil servant . From 2002 to 2012 he was District Office Manager for the Hamburg-Mitte district . Schreiber has been a member of the Hamburg Parliament since 2015 .

Life

Markus Schreiber was born in 1960 as the son of Pastor Uwe Piske in Winterhude. After graduating from high school in Langenhorn in 1980, he completed a teaching degree in mathematics, chemistry and educational science at the University of Hamburg . His state examination thesis from 1986 is entitled: The history of the discovery of insulin: from pancreatic extirpation to amino acid sequence determination . In the following years he worked for the MPs Hans Apel , Petra Adam-Ferger , Christine Maring and Ingo Kleist and completed his legal clerkship . From 1991 to 2002 he worked - still under his maiden name Markus Piske - as a teacher and teacher in Bahrenfeld and Altona .

In addition to his work as a teacher, Schreiber, who has been a member of the SPD since 1980 , was involved in local politics. Here he was one of the people who followed the line of Johannes Kahrs (MdB) in the SPD district of Hamburg-Mitte . From 1997 he was an assessor of the district executive committee. From 1993 to 2002 he represented the SPD as a member of the Hamburg-Mitte district assembly . On February 1, 2002 he was elected head of the Hamburg-Mitte district office by the district assembly. In 2007 he was re-elected for a further six years.

From the end of January 2012, the opposition demanded that Schreiber be replaced as district manager, as his authority had made serious mistakes in the case of the deceased foster child Chantal . In particular, she expressed criticism of Schreiber's statement that he had already wanted to transfer the responsible youth welfare office manager, Pia Wolters, in 2009, but that this was not possible due to the lack of an adequate replacement position. On February 10, 2012, Markus Schreiber took over political responsibility for the omissions in connection with Chantal's death and asked the Senate to recall him from the position of district manager. Olaf Scholz , First Mayor of Hamburg, announced that the Senate would comply with this request. Schreiber's term of office ended a year earlier than planned.

From April 2012 to May 2015, Schreiber worked as an authorized signatory at the Außenalster WPB Holding GmbH , a real estate company specializing in housing construction in Harvestehude, and preferred this position to a return to his lower-paid job in the public service as a district school teacher. At the real estate investor, he was responsible for project development, for example for the planning, construction and sale of luxury apartments in St. Georg or the construction of student apartments in Hamburger Berg on St. Pauli.

In May 2012, Schreiber was elected deputy district chairman of the SPD Hamburg-Mitte. In May 2014, he announced that he would compete in the 2015 state election on a list of the SPD that is considered to be safe . In the election on February 15, 2015, he received a mandate for the Hamburg citizenship (21st electoral period) via the state list (person) with 3954 votes . There he is a member of the budget committee and the specialist committees “Human Resources and Public Sector”, “ICT Technology and Administrative Modernization” and “Public Companies”. In 2020 he was re-elected for citizenship on his party's state list.

Schreiber has been married to Carola Schreiber since 1993, from whom he later took the maiden name. The couple has had a daughter since 1996 and lives in Hamburg-Finkenwerder .

As the district office manager, Schreiber drew attention to himself primarily through regulatory measures. For example, he threatened high fines for skating on Jungfernstieg after this area, which had been converted for 16 million euros, was significantly damaged, and campaigned for the Zomia site in Wilhelmsburg to be cleared. He also campaigned for social projects and against cuts in educational assistance.

criticism

His measures to expel homeless people living under the Kersten-Miles Bridge in St. Pauli attracted nationwide attention . In June 2011, around 100,000 euros in tax money were initially invested for this purpose: two bunkers had to be removed under the heritage-protected bridge, then an artificial river bed had to be created and finally brick stones had to be installed. When this measure did not want to prevent the homeless from using the area, Schreiber decided in September 2011 to have a 3-meter-high steel fence erected for another 18,000 euros. This led to numerous reports in the media, citizen protests up to demonstrations and cross-party criticism in the Hamburg citizenship. After massive protests, the fence had to be dismantled after a week and a half. Another costly measure on the Kersten Miles Bridge was not implemented: the idea of ​​building a toilet block for around 500,000 euros.

Schreiber is an assessor of the AWO -Landesverband Hamburg. Since 2018 he has been chairman of the St. Georg Citizens' Association from 1880 .
