Markus Thiel

Markus Thiel (* 1973 ) is a German law and administration scientist . He has been a university professor for public law with a focus on police law at the German Police University in Münster-Hiltrup since 2017 .

Career

Thiel studied law at the University of Cologne from 1992 to 1996 and passed the first state examination in 1996 . After his civil service, he did his legal clerkship in Cologne and Speyer from 1998 to 2000 , which he completed with the second state examination in 2000. At the same time he studied administrative sciences from 1999 to 2000 at the German University (today: University) for administrative sciences in Speyer . In 1999 the doctorate to Dr. iur. at the Law Faculty of the University of Cologne.

From 2000 to 2012, Thiel researched and taught as a research assistant , research assistant and temporary academic advisor as a student of Johannes Dietlein at the chair for public law and administrative studies at Heinrich Heine University in Düsseldorf . In 2003 he was at the German College (now University) of Administrative Sciences Speyer to Dr. rer. publ. PhD. From 2004 to 2005 he was a Fellow at the Center for Internet and Society at Stanford University . In 2010 he was awarded the "venia legendi" for public law, constitutional history and administrative sciences as a private lecturer at the law faculty of the Heinrich Heine University in Düsseldorf.

After professorships 2010-2012 in Freiburg, Trier, Cologne and Giessen he followed 2012 a reputation as a professor of public law, in particular emergency law at the College of Police and Public Administration of North Rhine-Westphalia , Department Cologne, where he program director of occupational master Degree in Public Management (MPM) and Scientific Director of the Graduate Institute office. In 2017, he accepted a professorship for public law with a focus on police law at the German Police University in Münster. There he has been the spokesperson for the lecturers and chairman of the ethics committee since 2020.

Thiel is editor of the series of publications on internal and external security in the publishing house Duncker & Humblot, co-editor of the journal for the entire security law - GSZ and co-editor of the series of publications on security in municipalities (KSV Kommunalpraxis) in the municipal and school publishing house. In addition, he is a permanent co-author of IBR / ibr-online (real estate and construction law) as well as the juris practice report on public construction law.

Thiel is a member of the Judicial Examination Office at the Higher Regional Court of Cologne, the Association of German Constitutional Law Teachers , the Görres Society for the Care of Science , the German University Association and other scientific associations. Since 1994 and 1997 he has been a member of the Catholic student associations KDStV Rhineland to Cologne in the CV and AV Hansea (Berlin) in Cologne in the CV.
