Martin Schallbruch (born September 30, 1965 in Solingen ) is a German computer scientist, scientist and author. He is Deputy Director of the Digital Society Institute at ESMT Berlin , Visiting Fellow at the Hoover Institution of Stanford University and lecturer at the Karlsruhe Institute of Technology . Before that, he was a political official and department head for information technology in the Federal Ministry of the Interior until 2016 .

Life

After graduating from high school in 1985, he studied computer science, law and social sciences at the Technical University of Berlin and the Free University of Berlin . After graduating as a computer scientist, in 1992 he became a research assistant at the Law Faculty of the Humboldt University in Berlin ( Bernhard Schlink chair ). At the same time, he was the faculty's IT officer and headed the service center for information and communication technology.

Activity for the federal government

From 1998 to 2001 he was the personal advisor in the office of State Secretary Brigitte Zypries at the Federal Ministry of the Interior . In 2002 he was appointed to the newly created role of IT director at the Federal Ministry of the Interior. In this role he was responsible for IT use in the authorities of the BMI division, for the coordination of IT use in the federal government , for IT security , the technical supervision of the Federal Office for Information Security and the E- Government initiative BundOnline 2005 of the federal government.

With the redesign of the federal government's IT management and the introduction of a Federal Government Commissioner for Information Technology (BfIT, short: Federal CIO), he became Ministerial Director , IT Commissioner of the Federal Ministry of the Interior and Deputy Federal CIO in 2008 . He was also responsible for issues relating to network policy , cybersecurity , passports and ID cards . He was responsible for some controversial projects such as the introduction of biometric passports , electronic ID cards or the communication service “ De-Mail ”. He negotiated for the federal government to include information technology in the Basic Law (Art. 91c GG) within the framework of federalism reform II .

In 2014, the department he headed was renamed “Information Technology, Digital Society and Cybersecurity”. Under his leadership, she was responsible for the federal government's cybersecurity strategy , the IT security law and the digital agenda .

In his role in the Federal Ministry of the Interior, he represented the federal government in various bodies, including the Management Board of the European IT security authority ENISA and the supervisory board of juris GmbH .

In February 2016 he was put into temporary retirement by the Federal President . In the summer of 2016, he testified as a witness on the NSA committee of inquiry . There he spoke out in favor of greater use of encryption.

Activity as a scientist

Schallbruch has been Deputy Director of the newly founded Digital Society Institute of ESMT Berlin since May 2016. Together with the director Sandro Gaycken , he heads the interdisciplinary research institute . His focus is on cybersecurity and cooperation between government and business in digitization. He described his experiences in network and digital politics in the book Schwacher Staat im Netz , published in 2018 .

He has been a lecturer in IT security law at the Karlsruhe Institute of Technology (KIT) since 2011 . In 2018/2019 he is Visiting Fellow at the Hoover Institution at Stanford University .

Schallbruch is a member of the board of trustees of the Fraunhofer Institute for Secure Information Technology (SIT) in Darmstadt. Since September 2018 he has been co-chair of the government commission "Competition Law 4.0" set up by the Federal Minister for Economic Affairs and Energy .
