Ex-elite soldiers Cross and Manning work as security experts in a secret military prison that is slated to be closed soon. Shortly before the planned closure, two more female inmates, Samantha and Charlotte, are brought in.

Disguised as US marshals , a gang of killers around Chris Blake gains access to the prison by blowing up the prison. The group is targeting one of the two female inmates. Manning and Cross discover that Samantha previously worked as a courier for the CIA and that she was implanted with a chip that stored data on secret CIA funds. The sum of these funds intended for facilitation payments is $ 200 million. Cross and Manning manage to take out Blake's group; finally Blake himself is killed by Cross.
