history

The Ministry of Finance is one of the oldest ministries in the Netherlands (together with the Ministries of Foreign Affairs , Home Affairs , Justice and Defense ). The Ministry of Finance was established in 1798 during the Batavian Republic .

The creation of the Ministry of Finance coincided with the entry into force of the Staatsregeling voor het Bataafsche Volk in 1798. This state regulation is considered the first constitution of the Netherlands and led to the dissolution of the Republic of the Seven United Provinces and the creation of a unitary state . In the State Regeling a number of agents (was ministers ) including a set Agent van Financiën . The first agent van Financiën was Alexander Gogel . Under his leadership, the first national tax system was designed, which was introduced in 1806. With this tax law, Alexander Gogel intended to balance the tax burden in the various provinces. A central public service for tax administration has also been created.

The annexation of the Netherlands by Napoleon in 1810 did not affect the continuity of the Institute for the Management of State Finances. The Prince of Orange , who returned to the Netherlands after the defeat of Napoleon, judged on January 1, 1814 “in view of the urgent need to give the financial administration a regular form and, from the point of view of financial unity, to concentrate all administrations and to provide general management A department for public finances is also responsible for submitting surveillance and ensuring that taxes are collected so that the treasury is strengthened and any disorder and fraud are prevented .

The finance minister was increasingly given a supervisory role over the expenditure of the other ministries. For example, on Prinsjesdag in 1906 , the Minister of Finance presented the States General with a nota concerning the toestand van 's Lands financiën . This report went down in history as the first miljoenennota . In 1927 the first Compatibility Act ( Comptabiliteitswet ) was passed. This law gave the finance minister a supervisory function over the budgets of all ministries.

In 1959, the General State Tax Act ( Algemene wet inzake rijks shouldering , AWR) came into being, which gave citizens, among other things, the opportunity to appeal or appeal against a tax assessment .

Field Office

Atrium, boardrooms and the small garden

The office of the Ministry of Finance is at Korte Voorhout 7 in The Hague . The complex was designed by senior government architect Jo Vegter and his assistant Mart Bolten and built in the 1970s on an open area that was created by the destruction of the Palace of Justice in the bombing of Bezuidenhout in March 1945. Before its renovation, the building had a relatively closed, strict architecture on the outside, which was reinforced by the use of untreated concrete in the facades. The interior of the building was dominated by two spacious gardens. The architects were inspired by brutalism .

On behalf of the state building authority, this building was completely renovated from 2007 to 2008 through a public-private partnership . During the renovation, the ministry was located in Prinsenhof in the Bezuidenhout district. At the end of 2008, the first department moved back into the renovated building. The current building has been given a more open, transparent character: the winter garden on the corner and a smaller garden on the top floor can be seen from the outside. The inner garden on the ground floor, the plane courtyard, is open to the public during office hours. The garages were partially replaced by conference rooms, but they were also expanded all around so that no parking spaces were lost. Visitors to the Koninklijke Schouwburg can use part of this garage. Some parking spaces are rented to residents.

Former Palace of Justice

The former palace of Prince Friedrich , the brother of King Wilhelm II , was designed by Charles Vander Straeten , the government's chief architect for the country houses in Brussels , and his Hague assistant Adriaan Noordendorp. The state bought the palace and land on it in 1900 to house the Palace of Justice; behind it , a prison building ( huis van bewaring ) was built according to a design by the chief engineer-architect for prisons and courthouses, Willem Metzelaar . The prison was number 11 until the bombing in 1945.
