Mohamed Osman Jawari ( Somali : Maxamed Cismaan Jawaari , Arabic محمد عثمان جواري; born December 7, 1945, Afgooye , Somalia ) is a Somali lawyer and politician. He is currently the spokesman for the federal parliament . He also served briefly as the interim president of Somalia in August and September 2012.

Life

Jawari was born in Afgooye , Somalia in 1945 . He comes from the Rahanweyn clan (Digil-Mirifle). Originally he comes from the southern regions (gobolka) Bay and Bakool (today: part of the autonomous south-west Somalia ). After high school, Jawari studied law at the Somali National University in Mogadishu . Jawari is multilingual. Besides Somali , he speaks Arabic , Italian , English and Norwegian .

Career

Jawari is a lawyer.

In the government of Siad Barre he was Minister of Transportation and later Minister of Labor and Sports .

After the outbreak of the Somali civil war in 1991, Jawari emigrated to Norway . He returned to Somalia in the 2000s. He was then appointed chairman of the Somalia Constitution drafting committee , using his experience as a legal expert in working with UN officials . The constitution was adopted in July 2012.

In 2012, Jawari ran as a candidate for the first elections Somalia had seen after two decades and was subsequently appointed directly as spokesman for the federal parliament. In the parliamentary session on August 28, 2012, from the General Kahiye Police Academy near Aden Adde International Airport , which was broadcast on television and radio, Jawari prevailed against four opposing candidates. His rival candidates had all been ministerial posts in the transitional government clothed, there were: Abdiabshir Abdullahi , Abdirashid Mohamed Hidig , Hassan Abshir Farah and Ali Khalif Galaydh . Representatives from the United Nations , the European Union and the United States welcomed Jawari's appointment and urged Somali officials to hold the scheduled presidential election immediately. The US Ambassador to Somalia, James C. Swan , described the election as a "historic choice" and the UN Special Envoy to Somalia, Augustine Mahiga , wrote that it was a "moment of progress and optimism". Even Alex Rondos , the EU ambassador to the Horn of Africa , called Jawaris election "another positive step forward.

Jeylani Nur Ikar and Mahad Abdalle Awad were later elected as deputies.

Presidency

As Speaker of Parliament, Jawari served briefly as transitional president while Parliament was preparing the 2012 presidential election in Somalia . On August 30, 2012, the parliament met and appointed a committee to organize the presidential elections. At the parliamentary session, 15 parliamentarians were named and the former parliamentary speaker, Muse Hassan Sheikh Sayid Abdulle, was named as chairman. Hassan Sheikh Mohamud succeeded Jawari as president after he was elected on September 10, 2012 and put into office six days later.

Member of the Parliamentary Finance Committee

In February 2014, Finance Minister Hussein Abdi Halane initiated the establishment of a new Finance Management Committee. The committee should guarantee a more transparent financial system and offer incentives for foreign investors. Its task is to negotiate with the World Bank , the International Monetary Fund (IMF) and the African Development Bank (AfDB). On March 29, 2014, Jawari, in his capacity as Speaker of Parliament, announced that all withdrawals from the central bank starting April 1, 2014 require written approval from the Parliamentary Finance Committee.

Southwestern State

On June 2, 2014, the Federal Government ended the mediation between the supporters of the parallel discussions in the “three-region” and “six-region processes” for a new south-west Somalia . Groups of the rival sides had come to an agreement on the form of the future regional state. On June 23, 2014, Jawari held a meeting in his capacity as Speaker of Parliament to announce the merger of the two rival administrations into a single state with the three provinces of Bay , Bakool and Lower Shabelle .

National University of Somalia

In October 2014, Jawari and the Minister of Culture and Higher Education Duale Adan Mohamed opened the first academic year of the National University of Somalia in Mogadishu. The university was founded in 1974 but closed in 1991 after the collapse of the central government. It was re-established by the cabinet in 2014. In his reopening speech, Jawari described the institution as a pillar of the national education system and emphasized that many graduates will occupy important management positions. He urged the students to use their opportunities and also to take an active part in the reconstruction initiatives. Mohamed emphasized the government's will to promote higher education.

Cooperation with China

In December 2014, Jawari met with the Chinese Ambassador to Somalia Wei Hongtian at the Somalia villa in Mogadishu. According to Jawari, various diplomatic issues were raised, including bilateral ties between the two nations and China's development aid for the ongoing reconstruction programs in Somalia. the Chinese ambassador praised the government's progress and promised that China would provide new development aid.

In March 2015, Jawari met with the UN special envoy for Somalia Nicholas Kay , as well as the ambassadors from Djibouti , Sweden and Switzerland in Mogadishu. The main topic of discussion was the fulfillment of the goals of the “Vision 2016”. The ambassadors urged the government to pass the necessary laws and pledged their support.

Trilateral cooperation with UN & AU

In April 2015 Jawari met with representatives from the UN and the African Union (AU). The Federal Security Minister Abdulkadir Sheikh Dini and the commandant of the army, Dahir Adan Elmi , took part in the meeting, in which the aim was to integrate various militias into the Somali Armed Forces in order to suppress the uprisings by Al-Shabaab rebels more effectively .
