Mutki formerly Motkan (before 1941 Miritağ ) is a district town and a district in the Turkish province of Bitlis . The city is home to just under eight percent of the district's population.

The place shares the region's long history and was ruled by various empires and dynasties. Mutki was Ottoman since 1514. The Ottoman traveler Evliya Çelebi visited the area in 1665 and reported that the Mutki tribe ruled the area, but that they were subordinate to the Prince of Bitlis . The Mutki are said to have been so powerful that they could provide the prince with 70,000 soldiers. During the First World War, Russian troops conquered the area and advanced to Bitlis. The residents of Bitlis fled to Mutki. After the withdrawal of the Russians and the fall of the Ottomans, Mutki belonged to the Republic of Turkey since 1923.

The district of Mutki is located in the west of the province and borders in the north on the province of Muş (district Hasköy and central district Muş), in the west on the province of Batman (districts Sason and Kozluk ) and in the south on the province of Siirt (district Baykan ). Within the province, the Güroymak districts and the central Bitlis ( Merkez ) district in the east form the border.

In addition to the county seat, the district has another small town ( Belediye ): Kavakbaşı with 2,441 inhabitants. There are also 60 villages ( Köy ) with an average of 453 residents. Four villages have more than a thousand inhabitants: Çığır (1,573), İkizler (1,272), Boğazönü (1,244) and Koyunlu (1,160 inhabitants).

With an administrative reform in 1867 Mutki became part of the Vilâyet Erzurum . The administrative center was the town of Rabat, which was replaced by the village of Açıkalan in 1883. The center was moved a few more times until it finally became the village of Miritağ - today's Mutki - in 1941. The term Mutki comes from the Iranian Motkan and means "unused soil".
